DESCRIPTION OF PROPOSED SCHOOL CONSTRUCTION PROJECT
The Howard Lake-Waverly-Winsted Public Schools, Independent School District 2687 is proposing a two-question election to the voters of the district on May 23, 2013 for the betterment and improvement of school sites and facilities. The total cost of both projects is $25,610,000.
The construction project associated with question one totals $19,790,000. The district is planning to construct a middle school addition to the current high school facility. The addition will be approximately 95,000 square feet and will include classrooms, science rooms, special education, media center, field house, fitness and wrestling rooms, locker rooms and other support spaces. Existing wrestling rooms and fitness rooms will be remodeled for a computer lab and administrative space. The older section of the existing middle school will be demolished and the remainder of the building will be updated for use by community education and other district programs. Question one will authorize the district to issue $19,790,000 in 23-year general obligation bonds to provide for the middle schools addition and demolition and renovations at the existing middle school site.
Question two provides $5,820,000 for additions at Humphrey and Winsted Elementary Schools that include additional classroom space. The proposed project at Winsted Elementary also includes a new main entry, administrative suite, and gymnasium and conversion of the existing gym/dining room to a dining commons and media center. Minor remodeling at both schools will help grade level configuration and provide separation of public and academic areas for improved security and supervision. Question two authorizes the district to issue $5,820,000 in 23-year general obligation bonds to provide for the additions and associated changes at the two elementary school sites.
Passage of question one is required for the passage of question two.
If the bond referendum is successful and bonds are sold, the debt service on the bonds will be eligible for debt service equalization under Minn. Stat. § 123B.53, subd. 3, if the bond schedule is approved. The amount of debt service equalization aid, if any that the district receives is determined annually and is dependent upon property wealth, student population, and other statutory requirements. The school board believes that the two projects are in the best interest of the district.
REVIEW AND COMMENT STATEMENT
Based upon the department’s analysis of the school district’s required documentation and other pertinent information from sources of the Minnesota Department of Education, the Commissioner of Education judges the proposed construction to be educationally and economically advisable.
