NOTICE OF PUBLIC HEARING ON THE
ISSUANCE OF GENERAL OBLIGATION TAX INCREMENT BONDS
NOTICE IS HEREBY GIVEN that the City of Howard Lake, Wright County, Minnesota, will hold a public hearing on Tuesday, September 17, 2013, at approximately 7:00 p.m. at the City Council Chambers in City Hall at 625 8th Avenue in the City of Howard Lake, Minnesota, relating to the proposed issuance by the City of General Obligation Tax Increment Bonds in an amount not to exceed $710,000 (the “Bonds”).
It is proposed that the proceeds of the Bonds will be loaned to Community Asset Foundation, a Minnesota nonprofit corporation (the “Borrower”), or its affiliate, The Lodge of Howard Lake, LLC, to pay a portion of the costs of the acquisition, construction and equipping of an 18-unit senior housing facility with services, to be located near 60th Street Southwest adjacent to the Terning Trails development on property owned by the City (the “Project”). The Project will be owned by the Borrower and managed by the Evangelical Lutheran Good Samaritan Society. A portion of the proceeds of the Bonds will also be used to pay the costs of issuing the Bonds and to fund capitalized interest for the payment of the Bonds.
Information regarding the Project and the Bonds may be obtained by contacting Nick Haggenmiller, City Administrator, at City Hall (320) 543-3670. At the time and place fixed for the public hearing, the City Council will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal. In addition, interested persons may file written comments respecting the proposal with the City Administrator at or prior to the public hearing.

PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that the Howard Lake Planning Commission will be holding a public hearing on September 10th, 2013 at 7:00 p.m. The public hearing will be conducted at City Hall located at 625 8th Ave. in Howard Lake.
The purpose of the public hearing is to consider a planned unit development agreement, site plan and preplat for the proposed 18 unit assisted living facility to be constructed near 60th Street SW adjacent to the Terning Trails development on property owned by the City of Howard Lake.

REVENUE BONDS(THE LODGE OF HOWARD LAKE PROJECT)
Notice is hereby given that the City Council of the City of Howard Lake, Minnesota (the “City”) will meet at City Hall, 625 8th Avenue, in the City, at 7:00 p.m. on Tuesday, September 17, 2013 to consider the proposal of Community Asset Foundation, a Minnesota nonprofit corporation (the “Borrower”), that the City assist in financing a portion of the costs of the acquisition, construction and equipping of a 18-unit senior housing facility with services to be located near 60th Street Southwest adjacent to the Terning Trails development on property owned by the City (the “Project”). The Project will be financed in part through the issuance by the City of no more than $1,750,000 of revenue bonds or other obligations pursuant to Minnesota Statutes, Chapter 462C. The Project will be owned by the Borrower and managed by The Evangelical Lutheran Good Samaritan Society.
The bonds, as and when issued, will not constitute a charge, lien or encumbrance upon any property of the City, except the revenues derived from the Project. Such bonds or obligations will not be a charge against the general credit or taxing powers of the City, but are payable from sums to be paid by the Company pursuant to a revenue agreement.
A draft copy of the proposal and associated materials is available for inspection during business hours, Monday through Friday, at City Hall.
At the time and place fixed for the public hearing, the City Council will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal. In addition, interested persons may file written comments respecting the proposal with the City Administrator at or prior to the public hearing.
