NOTICE OF INFORMAL PROBATE OF WILL AND INFORMAL APPOINTMENT OF PERSONAL REPRESENTATIVE AND NOTICE TO CREDITORS
Notice is given that an Application for Informal Probate of Will and Informal Appointment of Personal Representative was filed with the Registrar, along with a Will dated May 14, 2001. The Registrar accepted the application and appointed MARY L. NEFF, whose address is 23988 Zion Avenue, Winsted, MN 55395, to serve as the personal representative of the decedent’s estate.
Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the personal representative. Any objection to the appointment of the personal representative must be filed with the Court, and any properly filed objection will be heard by the Court after notice is provided to interested persons of the date of hearing on the objection.
Unless objections are filed, and unless the Court orders otherwise, the personal representative has the full power to administer the estate, including, after thirty (30) days from the issuance of letters testamentary, the power to sell, encumber, lease, or distribute any interest in real estate owned by the decedent.
Notice is further given that, subject to Minn. Stat. § 524.3-801, all creditors having claims against the decedent’s estate are required to present the claims to the personal representative or to the Court within four (4) months after the date of this notice or the claims will be barred.

DESCRIPTION OF PROPOSED SCHOOL CONSTRUCTION PROJECT
The Howard Lake-Waverly-Winsted ISD 2687 is planning a two question bond referendum on a proposed facility project. The first question requests voters to approve the issuance of debt to fund a middle school addition to the existing high school, the partial demolition of the oldest portions of the existing middle school and the updating of the remaining portions of the existing middle school, This first question must be approved by voters if the second question is to pass. The second question requests voters approve issuance of debt to provide additions and improvements to the Humphrey Elementary and Winsted Elementary schools and sites. The referendum will be held on November 5, 2013.
The first referendum question requests authority to issue $21,315,000 of 23-year general obligation bonds for the high school and middle school facilities. Demolition of the oldest portions of the existing middle school and renovation of the remaining portions for community education or other district programs is estimated to cost $1.8 million, The balance of the bond proceeds will fund a proposed 95,000 square foot addition to the high school which will house the middle school and include 18 classrooms, 5 spaces for delivery of special education services, a science lab, media center, locker rooms, fieldhouse, track, wrestling and fitness rooms, as well as administration and commons areas.
The second referendum question requests authority to issue $6,630,000 of 23-year general obligation bonds to construct additions and provide improvements of approximately $2,372,100 at the Humphrey Elementary School and approximately $4,250,200 at the Winsted Elementary School. The Humphrey Elementary School will have a 6-classroom addition with additional toilets and storage. The Winsted Elementary project includes a 4-classroom addition as well as a new entry, administrative space, toilets, and a computer laboratory,
The school board believes the project proposed best meets the long-term facility and education needs of the district. If the bond referendum is successful and bonds are sold, the debt service on the bonds will be eligible for debt service equalization under Minnesota Statutes, section 123B.53, subdivision 3, if the bond schedule is approved. The amount of debt service equalization aid, if any that the district receives is determined annually and is dependent upon property wealth, student population, and other statutory requirements. Any bond proceeds excess to the approved project will be deposited to the district debt service fund to reduce property taxes.
REVIEW AND COMMENT STATEMENT
Based upon the department’s analysis of the school district’s required documentation and other pertinent information from sources of the Minnesota Department of Education, the commissioner of Education is providing a positive review and comment for this project.
