Regular Meeting of the Board of Education
Independent School District 879, Delano Public Schools
The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, December 16, 2013, in the Delano High School Media Center. The meeting was called to order by the chair at 7:04 p.m. with the following members in attendance: Johnson, Milano, Durick, Black, Larson, Baker, and Seguin.
APPROVAL OF MEETING AGENDA (approved unanimously)
PROGRAM REVIEW
Truth & Taxation Hearing presented by Business Manager M. Reeder and Superintendent Schoen.
CONSENT AGENDA (approved unanimously)
Board approved the regular meeting minutes of 11-18-2013, the current budget status with year-to-date adjustments, investment transactions, wire transfers, Minnesota Liquid Assets fund, cash report, revenue and expense fund totals, expense reports and disbursements.
PERSONNEL (approved unanimously):
Board approved retirements/resignations/terminations, recommendations of employment and contract changes which include: Resignation of CE Tiger Kids Club Paraprofessional, CE Tiger Kids Club Student Aide, Head Cheerleading Coach, DMS Track and Field Coach, DHS JV Softball Coach, and DMS Girls Grade 7 Softball Coach; Recommendations for Employment include: DES Special Education EBD Teacher, long-term Substitute Paraprofessional, long-term Substitute Media Paraprofessional, DHS JV Boys Basketball Coach, CE Tiger Activity Center Lifeguard/Water Instructor Aide, (2) CE Tiger Kids Club Student Aide, and CE Gymnastics Coach; Contract changes/Approvals include: DES Recess Paraprofessional and Leaves of Absence for DES Kindergarten Teacher, DES Technology Coordinator, and DES Special Education Teacher.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Superintendent Schoen reported on wireless solution for district, state’s budget surplus and All-Day Kindergarten/space concerns in the district. Ms. Klinkner reported on Fall student survey, DMS Global Outreach Project, and possible scheduling model change for the middle school. Dr. Heil reported on 2nd Act Auditorium Renovation Project, Wright County Conference “Top Twenty” meeting, and “Save the Tiger” campaign. Mr. Lahr reported on fundraising projects at DES, TIES conference, FRED Night and the National Blue Ribbon Ceremony in Washington DC. Business Manager Ms. Reeder reported on remodeling project at DES, and completion of security projects for FY13. CE Director Ms. Johnson reported on Old Fashioned Christmas, asbestos project at CE building, and Kinder Music program. Student Representatives Alex Grant and Abbey Hutchins reported on 7th/8th grade band concert, “Save the Tiger” campaign, DES holiday celebrations and projects, 4th grade concert and Clouds Choir participation at Mall of America.
Board heard reports from board members regarding MAWSECO, Wright Technical Center, Curriculum Advisory Council, Schools for Equity in Education (SEE), Delano Area Sports Arena (DASA), Safe Schools, and Professional Development.
OLD BUSINESS (approved unanimously)
Second read of policy due to substantive and/or legal reference changes: Policy 604 – Instructional Curriculum.
NEW BUSINESS (approved unanimously)
Certified final tax levy, First reading of policies due to substantive and/or legal reference changes: Policy 710 – Extracurricular Transportation, Policy 532 – Use of Peace Officers and Crisis Teams to Remove Students with IEP’s from School Grounds, Policy 612 – Graduation Requirements, and Surplus Items.
The meeting adjourned at 8:22 p.m. The preceding is a summary of the unofficial minutes. Motion Number (M-13-275) Motion by Jack Russek, seconded by Betsy Stolfa to enter into a closed session to discuss the employee performance evaluation for Ernie Eden, Public Works Director, with the process as outlined in MN Statute 13D.05, Subd. 3(a). Motion carried.
Motion Number (M-13-276) Motion by Betsy Stolfa, seconded by Derek Schansberg to exit out of closed session. Motion carried.
Motion Number (M-13-277) Motion by Betsy Stolfa, seconded by Jack Russek to terminate Mr. Eden’s leave of absence with pay. Motion carried.
Motion Number (M-13-278) Motion by Betsy Stolfa, seconded by Jack Russek to terminate the employment of Ernie Eden based upon reasons stated in the November 20 notice sent to Mr. Eden and further discussion during Mr. Eden’s performance review. Motion carried.

Phil Kern discussed a potential land swap with the city owned property along Rockford Avenue W/West River Road, and a parcel located in Franklin Township adjacent from the Waste Water Treatment Facility.
C. Consider amendment to the City Administrator contract.

Motion Number (M-13-242) Motion by Dan Vick, seconded by Jack Russek to adopt Resolution R-13-42 determining sufficiency of petition and ordering improvement pursuant to petition by 100% of owners of affected property. Motion carried 5-0 by roll call vote.
5. Consider sale of G.O. Special Assessment Bonds.
Motion Number (M-13-243) Motion by Derek Schansberg, seconded by Dan Vick to adopt Resolution providing for the issuance and sale of $5,500,000 General Obligation Improvements Bonds, Series 2013B, and Pledging Special Assessment and Levying a Tax for the payment thereof. Motion carried contingent upon all the required documents and agreements signed. Motion carried 5-0 by roll call vote.
6. Consider easement agreements with Ken and Penni Murphy.
Motion Number (M-13-244) Motion by Jack Russek, seconded by Betsy Stolfa to approve and accept easements from Ken and Penni Murphy, subject to closing on the Option Purchase Agreement. Motion carried.
7. Consider acceptance of bids and award contract for Public Improvements within the Northwest Business Park.
Motion Number (M-13-245) Motion by Jack Russek, seconded by Betsy Stolfa to accept bids and authorize execution of a contract with Doboszenski & Sons for Northwest Business Park Public Improvements, subject to completion of land acquisition and ability to proceed under terms of Murphy Purchase Agreement, as well as Westedge Properties and Delano Industrial Partners Development Agreement. Motion carried.
E. Conduct a public hearing to discuss the vacation of a drainage and utility easement for property located within Delano West Crossing Addition.
