Regular Meeting of the Board of Education
Independent School District 879, Delano Public Schools
The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, May 19, 2014, in the Delano High School Media Center. The meeting was called to order by the chair at 5:47 p.m. with the following members in attendance: Johnson, Milano, Durick, Larson, Baker, Black and Seguin.
APPROVAL OF MEETING AGENDA (approved unanimously)
Board approved the meeting agenda with the Student School Board Representative Report moved up to Item 4b, above the Program Review.
Board reviewed discussion items: DES Student Handbook, DMS Student Handbook, Strategic Plan Q3 update, FY14 and FY15 budgets and student board representative candidates.
STUDENT BOARD REPRESENTATIVE REPORT
A. Hutchins reported on end of year school plans, DES NWEA and MAP testing, 4th grade visit to DMS and Prom. A. Grant reported on DHS band and choir concerts, activities, Spring Fling Day, and 5th grade LLCC trip.

CONSENT AGENDA (approved unanimously)
Board approved the regular meeting minutes of 4-28-14, the current budget status with year-to-date adjustments, investment transactions, wire transfers, Minnesota Liquid Assets fund, cash report, revenue and expense fund totals, expense reports and disbursements.
RESOLUTION OF ACCEPTANCE OF GIFTS (approved unanimously)
PERSONNEL (approved unanimously):
Board approved retirements/resignations/terminations, recommendations of employment and contract changes which include: Retirements of DMS/DHS Food Service Head Cook, District ELL Teacher; Resignations of DES/DHS Physical Education/DAPE Teacher, DHS Mathematics Teacher, DHS Jr. Varsity Soccer Coach, CE Tiger Activity Center Supervisor, CE ECFE Preschool Paraprofessional, DHS Custodian. Recommendations of Employment include: (1) DES 1st Grade Teacher, (2) DES Kindergarten Teacher, DES Social Worker, (2) DES 2nd Grade Teacher, DES Targeted Services Summer Program Teachers, DMS part-time Special Education Teacher, DMS 5th Grade Teacher, DHS Choir Teacher, DHS Counselor, DHS Mathematics Teacher; Contract changes/approvals which include: DHS Head Football Coach, District Nurse MOA; and Leaves of Absence include: DMS Special Education Teacher.
Board heard concerns from second grade parents on 2014-2015 third grade class sizes and staffing.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Superintendent Schoen reported on 5 Year Strategic Plan and the 2014 Legislative Session. Ms. Klinkner reported on DMS 2014-15 staff hiring, WEB, MAP testing, LLCC 5th grade trip, severe weather drill procedure changes, 4th grade visit and band sign-up, year-end student activities, and preparation for 2014-15 school year. Dr. Heil reported on graduation, DHS 2014-15 staff hiring, Spring Fling Day, senior brunch, MCA and MAP testing, Red, White and Blue Jean Day, and activities. Mr. Schuler reported on NWEA and MAP testing, Tiger Snack Pack program, Healthy Delano program, 1st Annual Tiger Dash/1 mile run, spring concerts, Grandparent’s Day, track and field days and DES 2014-15 staff hiring. M. Reeder reported on FY14 and FY15 budgets. D. Johnson reported on CE summer programs and registration, Tiger Kids Club, Twinkle Twinkle Dance, RISE fundraiser, pre-school registration, Destination ImagiNation, and YAR. Board heard reports from MAWSECO, Wright Technical Center, and Delano Area Sports Arena.
NEW BUSINESS (approved unanimously)
Approved 2014-2015 Bread and Milk Quotes, 2014-2015 Meal Price Increases, and 2014-2015 DHS Student Handbook.

ORDINANCE NO. O-14-04
AN ORDINANCE AMENDING DELANO CITY CODE CHAPTER 5 LICENSING AND REGULATION OF ALCOHOLIC BEVERAGES,
THE CITY COUNCIL OF THE CITY OF DELANO ORDAINS:
Section 1. Chapter 5 Licensing and Regulation of Alcoholic Beverages, Section 503.01, Subd 4., Temporary 3.2% Malt Liquor Licenses, , is hereby amended by deleting subpart B.2, in its entirety. The remaining subparts under 503.01, Subd 4. B. shall be renumbered 2 and 3 as necessary.
Section 2. Chapter 5 Licensing and Regulation of Alcoholic Beverages, Section 503.01, Subd 5., Intoxicating Liquor License, subpart B. shall be amended to read as follows:
B. On-sale liquor licenses shall be issued only to hotels, restaurants, bowling centers, clubs, taprooms, brewpubs, and theaters.
Section 3. Chapter 5 Licensing and Regulation of Alcoholic Beverages, Section 503.01, Subd 10, is hereby amended to read as follows:
Subd 10. Sunday Sales License Required. A restaurant, club, bowling center, brewpub, taproom, or hotel, as defined herein, with a seating capacity for at least 30 persons and which holds an on-sale intoxicating liquor, 3.2% malt liquor, brewpub, taproom, strong beer or wine license may conduct Sunday sales for consumption on the premises in conjunction with the sale of food between the hours of 10:00 a.m. on Sundays and 1:00 a.m. on Mondays. The licensee must obtain a separate Sunday intoxicating liquor license from the City in order to conduct Sunday sales.
Section 4. Chapter 5 Licensing and Regulation of Alcoholic Beverages, Section 503.01, Subd 12 Caterers, Special Provisions, subparts A. and G. are hereby amended to read as follows:
A. Prior to the sale of intoxicating liquor within the City under a caterer’s permit issued pursuant to Minn. Stat. 340A.404, Subd. 12, the holder of the caterer’s permit must provide to the City the following: (i) a copy of a valid State issued caterer’s permit; (ii) a copy of a valid State issued restaurant license; and (iii) proof of compliance with the financial responsibility and insurance requirements set forth in City Code Section 505.01, Subd. 1 and Subd. 2.
G. All holders of caterer’s permits shall comply with City Code Section 507.01, City Code Section 510.01, and all laws and ordinances governing the sale of intoxicating liquor except those laws and ordinances which by their nature are not applicable.
THIS AMENDMENT SHALL BE IN FULL FORCE AND EFFECTIVE IMMEDIATELY FOLLOWING ITS PASSAGE AND PUBLICATION
