1. NOTICE OF REQUEST TO BID
A. Notice is hereby given that sealed bids will be received by Kraus-Anderson Construction Company on behalf of Wright County at the Wright County Public Works Building, located at 1901 Highway 25 N, Buffalo, Minnesota (at the intersection of TH 25/CR 138, one-and-a-half miles north of TH 55 in Buffalo), on November 12th, 2015, until 2:00 p.m. local time.

2. PROJECT
Wright County Highway Department Building Project: The project consists of a new 92,000 sf facility which will include a 10-bay fleet maintenance shop, 41,000 sf of interior vehicle storage, office space, and a car wash. This invitation to bid is soliciting multiple prime competitive bids for the following portions of work as defined herein:

3. METHOD OF DELIVERY
Kraus-Anderson Construction Company has been selected as an Agency Construction Manager by Wright County for the Wright County Highway Department Building Project.
4. BID DATE AND LOCATION
Sealed bids will be received at the Wright County Public Works, located at 1901 Highway 25 N, Buffalo, Minnesota (at the intersection of TH 25/CR 138, one-and-a-half miles north of TH 55 in Buffalo), on November 12th, 2015, until 2:00 p.m. local time.
5. BID SECURITY
Bid Security: Each bid shall be accompanied by Bid Security in form of certified check, cashier’s check or bid bond in amount of five (5) percent of Base Bid submitted, made payable to Owner, as guarantee that Bidder will, if awarded, enter into Contract in accordance with Contract Documents and submitted Bid.
6. PROCUREMENT OF DOCUMENTS FOR BIDDERS ON PRIME CONTRACTS
Bidders may obtain electronic bidding documents free of charge from iSQFt.
7. EXAMINATION OF DOCUMENTS
Bidder shall carefully examine entire content of bidding documents to become thoroughly familiar with the documents and project requirements. Refer to Instructions to Bidders for additional requirements.
8. EXAMINATION OF THE SITE:
Bidders shall make arrangements with the Construction Manager to visit the project site [future address of 3600 Braddock Avenue NE, Buffalo, Minnesota, but currently located by GPS technology at 3554 Braddock Avenue NE, Buffalo, Minnesota] to obtain first-hand knowledge of existing conditions, including existing utilities and services, obstacles which may be encountered, and all other conditions relative to the work to be performed.
9. OTHER CONDITIONS
A. Responsible Contractors 1. The term “responsible contractor” as used in these specifications has the same meaning as the term has in Minn. Stat. §16C.285, subd. 3.
2. All responses to this solicitation must include a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in subdivision 3. This requirement is met by completing and submitting the contractor responsibility affidavit.
3. Any prime contractor or subcontractor that does not meet the requirements in subdivision 3 or fails to verify that it meets those criteria by not including the affidavit of compliance is not a responsible contractor and will not be eligible to be awarded the contract. Moreover, any false statement regarding compliance with subdivision 3 will result in termination of an awarded contract.
4. The prime contractor or subcontractor must also include in its verification of compliance (affidavit) a list of its first-tier subcontractors that it intends to retain for work on the project.
5. If a prime contractor or any subcontractor retains additional subcontractors on the project after submitting its verification of compliance, the prime contractor or subcontractor shall obtain verifications of compliance from each additional subcontractor with which it has a direct contractual relationship and shall submit a supplemental verification confirming compliance with subdivision 3, clause (7), within 14 days of retaining the additional subcontractors. This requirement applies during the solicitation process and continues through the term of the awarded contract.
B. Withdrawal or Revision of Bids
1. Bids may not be withdrawn during the 60-day period immediately following the date of receipt of bids.
2. Bids may be withdrawn or revised prior to the scheduled time for opening without prejudice to themselves, provided request for such withdrawal is received by Kraus-Anderson, in writing prior to the time proposals are due. After the time proposals are due, no proposal may be withdrawn.
C. Acceptance and Rejection of Bids: Kraus-Anderson Construction Company and the Owner expressly reserves the right to reject any and all bids and to waive irregularities and informality in any bid without explanation. Refer to Kraus-Anderson’s Instructions to Bidders and Kraus-Anderson’s Bid Form for additional requirements regarding requirements for Performance Bonds.
D. Basis of Award: Award of trade contracts and material contracts will be at the sole discretion of the Owner and Kraus-Anderson Construction Company without explanation.

NOTICE OF PUBLIC HEARING
The Mayer Planning Commission will conduct a public hearing on an amendment to Title XV Land Usage, Chapter 152 Zoning of the City Code, by amending Section 152.031 Site Plan Review Required; Section 152.153 Board of Appeal and Adjustments, Variances; Section 152.154 Interim Uses; and Section 152.155 Conditional Use Permits (CUP). The public hearing will be held on Tuesday, November 3, 2015 at 6:30 p.m. or as soon thereafter as persons may reasonably be heard, at Mayer City Hall, 413 Bluejay Avenue.
The purpose of the amendment is to consider amending the language regarding the expiration dates of site plans, variances, interim uses and conditional use permits.

NOTICE OF PUBLIC HEARING
The Mayer Planning Commission will conduct a public hearing for two variance requests at 320 Ash Avenue South. The public hearing will be held on Tuesday, November 3, 2015 at 6:30 p.m. or as soon thereafter as persons may reasonably be heard, at Mayer City Hall, 413 Bluejay Avenue.
The purpose of the variance request is to reduce the side yard setbacks adjacent to a street from the required thirty feet to five feet on the north property line and the required thirty feet to twenty-four feet on the south property line to allow for the construction of a detached accessory structure.
