Request for the Public Review and
Comment on Proposal for Program
Development & Coordination Funding
and Title III Cost Sharing
In accordance with Federal Regulation (45 CFR 1321.17 (F) 14), the Central MN Council on Aging (CMCOA) is allowed to submit a proposal to the Minnesota Board on Aging (MBA) to transfer Title III-B (Supportive Service) funds to the Area Plan Administration for Program Development and Coordination Activities that will have a direct and positive impact on the enhancement of services for older persons in the Central region of Minnesota. The CMCOA is required to make the details of such proposals available to the general public for review and comment.
The CMCOA is proposing to use $127,965 in Title III-B direct service funds to pay for the Program Development and Coordination Activities during 2017 as a cost of Area Plan administration. The MBA policy allows up to 25% of these funds to be used for this purpose. The proposed amount represents 25% of the CMCOA’s new Title III-B direct service allotment.
In accordance with the Older Americans Act (Section 315(c) (1)), the CMCOA is allowed to submit a proposal to the MBA to use Title III funds for the purpose of providing supportive, health promotion, and caregiver support services and will employ a cost sharing strategy for allowable services to expand potential of this Title to support older individuals and their families in the Central region of Minnesota. The CMCOA is required to solicit the views of older individuals, providers, and other stakeholders on the implementation of its cost sharing strategy for review and comment.
The CMCOA is proposing to use approximately $518,020 in Title III funds to pay for supportive, health promotion and caregiver support services during 2017 which are subject to cost sharing requirements.

NOTICE IS HEREBY GIVEN, that the Statutory Election of said City in the Election District of Lester Prairie will be held at city hall in said City on Tuesday, November 8th, 2016, between the hours of 7 a.m. and 8 p.m.
The following offices will be up for election:
MAYOR – 2 (two) year term
TWO COUNCILMEMBERS – 4 (four) year term
The first day to file an Affidavit of Candidacy is August 3, 2016. The last day to file for office is August 16th, 2016. Notice is given than an application for informal probate of the Decedent’s will dated October 11, 1996, and separate writing(s) under Minn. Stat. 524.2-513 (“Will”), has been filed with the Registrar. The application has been granted.
Notice is also given that the Registrar has informally appointed Christopher R. Hanson whose address is 614 Fairmont Avenue N., Montrose, MN 55363 as personal representative of the Estate of the Decedent. Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the personal representative. Unless objections are filed with the Court (pursuant to Minn. Stat. 524.3-607) and the Court otherwise orders, the personal representative has full power to administer the Estate, including, after 30 days from the date of issuance of letters, the power to sell, encumber, lease or distribute real estate.
Any objections to the probate of the Will or appointment of the Personal Representative must be filed with this Court and will be heard by the Court after the filing of an appropriate petition and proper notice of hearing.
Notice is also given that (subject to Minn. Stat. 524.3-801) all creditors having claims against the Estate are required to present the claims to the personal representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.
A charitable beneficiary may request notice of the probate proceedings be given to the Attorney General pursuant to Minn. Stat. 501B.41, subd. 5.

NOTICE
The Winsted Municipal Airport is owned and operated by the City of Winsted and is supported with federal funding administered by the Federal Aviation Administration (FAA). The City is proposing to pave the existing turf runway, which will require it to be shifted to the north approximately 150 feet on its current alignment. This, in turn, will require approximately 4,300 feet of the existing Luce Line trail just north of the current runway to be shifted to the further to the north. As a publicly owned outdoor recreational resource, the Luce Line trail is protected under Section 4(f) of the 1966 federal Department of Transportation Act. Regarding the trail shift referenced above, the FAA has made a preliminary de minimis determination under Section 4(f) procedures. This means that the proposed project will have very minor or no appreciable effects to the trail, and therefore no further Section 4(f) analysis or coordination is required. The Minnesota Department of Natural Resources, which owns and operates Luce Line Trail, has concurred with this preliminary finding.
