NOTICE OF ELECTION AND PUBLIC ACCURACY TEST
CITY OF INDEPENDENCE
NOTICE IS HEREBY GIVEN that the City General Election will be held in the City of Independence, Minnesota on Tuesday, November 7, 2017. The hours of voting in the polling place will be from 7 a.m. to 8 p.m.

• School District Question-Independent School District No. 277 (Westonka )
• School Board Members-Independent School District No. 277 (Westonka)
• School Board Members-Independent School District No. 278 (Orono)
• School District Questions-Independent School District No. 883 (Rockford)
The Polling Place for Independence residents is Independence City Hall, 1920 County Road 90, Independence, MN 55359.
A public test of the voting systems used to tabulate ballots in the municipal General will be held on Wednesday, October 25 at 10:00 a.m. at Independence City Hall, 1920 County Road 90, Independence, MN 55359.
Voters who will be absent from the precinct on Election Day or unable to vote in person may vote by absentee ballot. Ballots may be obtained by mail or in person at Independence City Hall during regular business hours. City Hall will also be open Saturday, November 4 from 10 a.m. to 3 p.m. for absentee voting. In-person absentee voting will end at 5 p.m. on Monday, November 6.

1. Call to Order
Mayor Pro-Tem, Betsy Stolfa, called the regular meeting of the Delano City Council/Economic Development Authority of Tuesday, October 3, 2017, to order at 7:00 p.m.
2. Roll Call
Members Present: Betsy Stolfa, Mayor Pro-Tem; Councilmembers Jason Franzen, Holly Schrupp and Jon Sutherland
Members Absent: Dale Graunke, Mayor
Also Present: Phil Kern, City Administrator; Shawn Louwagie, City Engineer; Scott Dornfeld, Building Official; Justin Markon, Administrative Intern; Paula Bauman, Recorder
Phil Kern recommended adding Consider fence modification at Field 9 at Central Park and Update on hazardous building order
Motion by Holly Schrupp, seconded by Jon Sutherland to approve the agenda for the regular City Council/ Economic Development Authority meeting of Tuesday, October 3, 2017, with recommended additions; motion carried.

1. Pay Request No. 1 for the 2017 Seal Coat Project.
2. Accept the resignation of James Thissen from the Delano Fire Department.
3. Consider a reduction of the letter of credit (LOC) for Highland Ridge 4th Addition.
4. Adopt Resolution R-17-26 approving gambling application exempt permit for the Delano Snowstormer’s Snowmobile Club on Saturday, December 2, 2017.
5. Motion authorizing transition of Nick Dornfeld from temporary Public Works Laborer to General Maintenance Worker position.
B. EDA
1. Approve the replacement of the carpeting in the Delano EDA/Crow River Villa Apartment No. 105.
8. CITY STRATEGY No. 3: Plan for the maintenance, replacement and efficient operations of the City’s equipment, buildings and infrastructure, energy and utility systems.
A. Consider change order number three for the 2016 Infrastructure Improvements Project.
Motion by Jason Franzen, seconded by Holly Schrupp to approve Change Order No. 3 for the 2016 Infrastructure Improvements Project contingent upon the closing of the Reider property; motion carried.
B. Motion authorizing execution of contracts for masonry and lumber purchasing for Central Park Concessions building.
Motion by Holly Schrupp, seconded by Jon Sutherland to approve bids submitted from SJB Masonry at $99,186 and Wright Lumber at $45,909.56, for construction of the Central Park Concessions building; motion carried.
13. CITY STRATEGY No. 8: To ensure the public’s safety from crime and manmade or natural disasters.
A. Update on hazardous building order.
14. CITY STRATEGY No. 9: To ensure the overall aesthetic appeal of the City.
A. Consider fence modification at Field 9 at Central Park
Motion by Holly Schrupp, seconded by Jason Franzen to approve fence modification at Field 9 at Central Park; motion carried.
