Special Workshop Summary Minutes
City Council/Economic Development Authority
Tuesday, August 29, 2017 @ 7:00 p.m.
1. Call to Order
Mayor Graunke called the Delano City Council special workshop of Tuesday, August 29, 2017, to order at 7:00 p.m.
2. Roll Call
Members Present: Mayor, Dale Graunke; Councilmembers Betsy Stolfa, Jason Franzen, Holly Schrupp and Jon Sutherland
Also Present: Phil Kern, City Administrator; Brian Bloch, Finance Director; Justin Markon, Administrative Intern; Paula Bauman, Recorder
3. Special Order of Business
A. Discuss splashpad rules of operation.
Staff is not expecting the park to be operational this fall, but will be set to open Spring, 2018. Because of the impending opening, Staff is working on rules of operation.
B. Consider Technical Memo addressing identified sump pump and drainage issues.
In the spring of 2017, City staff identified areas throughout the City experiencing ice buildup in the streets resulting from sump pump discharge and other drainage issues.
C. Discuss 2018 Budget, Levy and Capital Plan.
Brian Bloch gave an overview of the tax levy and expected tax rate, with further discussion revolving around the General, Fire, Senior and Debt Service Funds.
D. Discuss the Wright County Sheriff’s Department hours of service as it relates to the Wright County Sheriff’s Contract.
The Council reviewed surrounding communities and their service hours and the possibility of using a CSO position within the community.
E. Discuss concession building at Central Park.
Council reviewed the plans for the proposed concession building at Central Park.
F. Discuss Railroad Avenue property acquisition. (This portion of the meeting may contain discussions of real estate negotiations and portions or all of the discussion may be closed and audio recorded.)
Kern gave a brief update stating the property at 510 Railroad Avenue was closed on earlier this week.
4. Adjournment
There being no further business to discuss, the special workshop of the Delano City Council/Economic Development Authority of Tuesday, August 29, 2017, was adjourned at 9:30 p.m.

1. Call to Order
Mayor Graunke called the regular City Council/Economic Development Authority meeting of Tuesday, October 17, 2017, to order at 7:00 p.m.
2. Roll Call and Approval of Agenda
Members Present: Dale Graunke, Mayor; Councilmembers Betsy Stolfa, Jason Franzen and Jon Sutherland
Members Absent: Holly Schrupp, Councilmember
Also Present: Phil Kern, City Administrator; Nick Neaton, Senior Center; Paula Bauman, Admin Services Coordinator; Justin Markon, Administrative Intern
Motion by Betsy Stolfa, seconded by Jon Sutherland to approve the agenda as submitted; motion carried.
3. Minutes
A. Minutes of the regular City Council/Economic Development Authority meeting of Tuesday, October 3, 2017.
Motion by Betsy Stolfa, seconded by Jason Franzen to approve the minutes of the regular City Council/Economic Development Authority meeting of Tuesday, October 3, 2017, as submitted; motion carried.
5. Consent Items
Motion by Jon Sutherland, seconded by Betsy Stolfa to approve the consent items as submitted; motion carried.
A. Consider a reduction of the letter of credit for Willowbrook, Wright Neighborhoods 4th Addition.
B. Consider purchase of alternative work stations and upstairs conference room furniture.
6. CITY STRATEGY No. 1: Provide and proactively facilitate the delivery of quality public community services in a planned fiscally responsible manner.
A. Motion amending City Code Section 211.01 and establishing the Spirit of Community Commission.
Motion by Jon Sutherland, seconded by Betsy Stolfa to adopt resolution O-17-06 replacing the Historic Preservation Commission and establishing the Spirit of Community Commission; motion carried.
B. Resolution adopting Delano Fire Relief Association Pension Contribution Policy.
Motion by Jason Franzen, seconded by Betsy Stolfa to adopt resolution R-17-27 regarding Delano Fire Relief Association Pension Increases; motion carried 4-0 by roll call vote.
9. CITY STRATEGY No. 4: Manage the City’s growth so that it is high quality and consistent with the City’s Comprehensive Plan while maintaining the City’s historical culture, characteristics and features.
A. Adopt resolution approving the purchase of property by the City of Delano and subsequent conveyance to the Delano Economic Development Authority.
Motion by Betsy Stolfa, seconded by Jason Franzen to adopt resolution R-17-28 approving the purchase of property by the City of Delano and subsequent conveyance to the Delano Economic Development Authority; motion carried 4-0 by roll call vote.

A. Discuss October worksession date - scheduled for October 31, 2017

A. City Claims
Motion by Betsy Stolfa, seconded by Jon Sutherland to approve the city claims as submitted; motion carried.
18. Adjournment

Members Present: Dale Graunke, Mayor; Councilmembers Betsy Stolfa, Jason Franzen, Holly Schrupp and Jon Sutherland

3. Special Order of Business
A. Discuss 2018 Budget
Bloch discussed the 2018 special revenue funds, capital project funds, and enterprise funds preliminary budgets.
B. Discuss phragmites mitigation
Kern shared the history of phragmites in Delano as well as possible mitigation efforts to control the spread of the invasive reeds.
C. Discuss 150th anniversary
The City is celebrating 150 years of its founding in 1868 next year, and the Council began discussions on how to mark the occasion.
D. Authorize hiring part-time staff at Delano Wine and Spirits
Motion by Stolfa, seconded by Schrupp, to hire two part-time staff at Delano Wine and Spirits; motion carried.
4. Adjournment
There being no further business to discuss, the Delano City Council special workshop of Monday, October 30, 2017, was adjourned at 8:25 p.m.
