NOTICE OF PUBLIC HEARING ON THE ISSUANCE OF SENIOR LIVING FACILITIES REVENUE REFUNDING NOTES (COMMUNITY ASSET FOUNDATION OBLIGATED GROUP PROJECTS)
Notice is hereby given that the City Council of the City of Howard Lake, Minnesota (the “City”) will meet at City Hall, 625 8th Avenue, in the City, at 7:00 p.m. on Thursday, July 18, 2017 to consider the proposal of Community Asset Foundation, a Minnesota nonprofit corporation having federal income tax-exempt 501(c)(3) status, and its affiliated limited liability companies (the “Obligated Group”), including The Lodge of Howard Lake, LLC, The Lodge of Taylors Falls, LLC, and The Lodge of Winthrop, LLC, that the City assist in refinancing a project hereinafter described pursuant to Minnesota Statutes, Chapter 462C and a Joint Powers Agreement with the Cities of Butterfield, Minnesota, Mountain Lake, Minnesota, Taylors Falls, Minnesota and Winthrop, Minnesota (the “Host Cities”), by the issuance of notes, in one or more series (the “Notes”).
The “Project” consists of (i) refunding of (a) the City of Butterfield, Minnesota’s Senior Living Facility Revenue Note (The Lodge of Mountain Lake Project), Series 2012, (b) the City’s Tax Exempt Senior Housing Facility Revenue Note (The Lodge of Howard Lake Project), Series 2013A, (c) The City’s Taxable Senior Housing Facility Revenue Note (the Lodge of Howard Lake Project), Series 2013B, (d) the City of Winthrop, Minnesota’s Housing and Healthcare Facility Revenue Note (The Lodge of Winthrop Project), Series 2013, and (e) the City of Taylors Falls, Minnesota’s Senior Living Facility Revenue Note (The Lodge of Taylors Falls LLC Project) Series 2014 (collectively, the “Prior Notes”) the proceeds of such Prior Notes were used to construct and equip certain assisted living facilities located at 603 7th Avenue, Mountain Lake, Minnesota (the “Mountain Lake Lodge”), 445 1st Street East, Howard Lake, Minnesota (the “Howard Lake Lodge”), 204 S. County Road 33, Winthrop, Minnesota (the “Winthrop Lodge”), and 1051 Mulberry St., Taylors Falls, Minnesota (the “Taylors Falls Lodge” and collectively, “The Lodges”), respectively and (ii) refinancing certain other obligations of members of the Obligated Group related to the construction of The Lodges. The Mountain Lake Lodge is and will continue to be owned by the Community Asset Foundation. The Howard Lake Lodge is and will continue to be owned by The Lodge of Howard Lake, LLC. The Winthrop Lodge is and will continue to be owned by The Lodge of Winthrop, LLC. The Taylors Falls Lodge is and will continue to be owned by The Lodge of Taylors Falls, LLC. All of the Lodges are and will continue to be managed by The Evangelical Lutheran Good Samaritan Society.
The estimated maximum principal amount of the Notes to be issued to finance the Project is $8,000,000.
The Notes, as and when issued, will not constitute a charge, lien or encumbrance upon any property of the City or the Host Cities, except the revenues derived from the Project. Such notes or obligations will not be a charge against the general credit or taxing powers of the City or the Host Cities, but are payable from sums to be paid by the Obligated Group pursuant to a revenue agreement.
A draft copy of the proposal and associated materials is available for inspection during business hours, Monday through Friday, at City Hall.
At the time and place fixed for the public hearing, the City Council will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal. In addition, interested persons may file written comments respecting the proposal with the City Administrator-Clerk at or prior to the public hearing.

NOTICE OF PUBLIC HEARING
Two (2) Public Hearings will be held by the Winsted Planning Commission on Monday, July 10, 2017 at 6:00 P.M., or as soon thereafter as possible, in the Council Chambers at City Hall, 201-1st Street North.
1. The first Public Hearing will be held to rezone properties from “R1B–Single Family Residential District” to “R2–Multi-Family Residential District.”
2. The second Public Hearing will be held to amend the Future Land Use Map from “Low to Medium (LM) Density Residential” to “Medium to High (MH) Density Residential.”
Both public hearings are in regards to the properties legally described as Barrett’s 3rd Addition Block-004 Lots 1 thru 7, Scenic Homes Incorporated, Division Block 2 Lot 1, Scenic Homes Incorporated, Division Block 1 Lot 1.
