Federal Finding of No Significant
Impact For Actions Involving Winsted Municipal Airport
The City of Winsted and the Federal Aviation Administration (FAA) have completed an Environmental Assessment (EA) process for Winsted Municipal Airport in accordance with National Environmental Policy Act (NEPA) requirements. This EA covers the following project elements:
• Reconstruct Runway 9/27 as a paved facility at a location shifted 150 feet north of the current turf Runway 9/27 centerline.
• Remove existing Low Intensity Runway Lights (LIRLs) and replace with Medium Intensity Runway Lights (MIRLs) at the new runway location. Install Precision Approach Path Indicator (PAPI) navigational lighting systems at each runway end at the new location.
• Construct drainage improvements to account for approximately 5.75 acres of new impervious surface associated with the Proposed Action, and meet applicable National Pollutant Discharge Elimination System (NPDES) stormwater control requirements. Treatment basins will also conform to FAA requirements to drain dry within 48 hours.
• Realign to the north approximately 4,700 linear feet of the State Luce Line Trail north of the Airport to comply with aviation setback requirements associated with a paved runway at the new location.
• Remove approximately 300 feet of 4” Northern Natural Gas pipeline under the reconstructed runway location and construct a 2,742’ realignment of this segment to keep it out of the new Runway Safety Area (RSA).
• Acquire approximately 59.6 acres of land for aviation land control/safety purposes as well as Luce Line Trail realignment. This includes approximately 3.5 acres from the Winsted Farmers Co-op property, discussed further below.
• Removal of one Winsted Farmers Co-op storage building, approximately 125 feet by 60 feet, from the future Runway 27 Runway Protection Zone (RPZ), and relocation outside of the RPZ.
Based on the EA analyses and procedures, the FAA has approved a Finding of No Significant Impact (FONSI), thus concluding the NEPA process for the Proposed Action. Pursuant to Part 1506 of NEPA, the FONSI, along with the Final Environmental Assessment, is being made available for public review for 30 days following this notice at the Winsted City Hall at 201 1st St. N., Winsted, MN 55395. This document may also be viewed on the City website at http://www.winsted.mn.us/pages/airport.html.
