NOTICE OF COUNCIL VACANCY - APPLICATIONS OPEN FOR HOWARD LAKE CITY COUNCIL SEAT
The City of Howard Lake is seeking interested, engaged and eligible individuals to finish out the term of a previous councilor, which ends 12/31/2018. To be eligible, one must be a resident of Howard Lake, 21 years of age or older, and a qualified voter in the state of Minnesota.
Obligations & Responsibilities:
City Councilors are expected to attend and participate in regular Council meetings and various committee, commission and community meetings. The City Council holds one regularly scheduled business meeting per month on the 3rd Tuesday at 7:00pm. Special meetings may occur with the time and date set at least three days in advance of the meeting except in the event of an emergency. Additional expectations include attending and representing the City at various local and state events and meetings.
Timeline:
Submissions will be accepted until 12/1/2017. The City Council will interview and appoint the position at the 12/5/2017 City Council meeting. The selected individual will be sworn into office on 1/16/2018 and their term will expire on 12/31/2018.

TOWNSHIP OF WATERTOWN
REQUEST FOR PROPOSAL FOR COLLECTION AND DISPOSAL
OF RECYCLABLE MATERIALS
The Watertown Township Board of Supervisors requests proposals for the collection and disposal of residential recyclable materials included in which are newspapers, corrugated paper, cardboard, glass bottles, aluminum, tin, plastic containers, aseptic, and gable-topped containers.
The proposal is for the entire Township of Watertown which is approximately 504 households. The proposal will also include pricing for fewer households downward to a minimum of 300, in event of non-participating households.
The contract for service shall be for a term of 5 years.
Service is expected to begin the month of January 1, 2018, with collection to occur on a bi-weekly basis thereafter. If a proposing company cannot meet the January 1, 2018 date, the proposal shall state the date the company will begin service on a Township-wide basis.
Each proposal shall include:
• Collection containers provided at the expense of the company consisting of minimum 60-gallon wheeled containers. All containers shall be delivered by the company to each household in the Township by the January 1, 2018 or a later date stated by the company in its proposal.
• A detailed listing of all of the types of recyclable materials that the company will collect under the contract.
• All proposals shall provide for single-sort recycling, with all eligible recyclables collected by the company from the container provided by the company with no sorting required by the customer.
• All collected recyclables must be disposed of at a recycling material processing facility. The company will be required to provide figures on a monthly basis showing tonnage collected and deposited at the processing facility. All such reports shall be in a format acceptable by the State for possible SCORE funding.
• The company shall provide three municipal references where the company is currently collecting recyclables under contract with the municipality or has been collecting recyclables under such contract within the past three years.
Proposals are to be mailed to: Watertown Township, Box 731, Watertown, MN. 55388 and must arrive by December 11, 2017. In the alternative, proposals can be hand delivered to the Watertown Town Hall, 3580 County Road 10 North, Watertown Township, no later than 7:00 p.m. on December 11, 2017. Proposals will be reviewed by the Watertown Town Board at the Watertown Town Hall at 7:00 p.m. on December 11th, 2017. The board reserves the right to accept or refuse any or all proposals.
The successful proposer will be expected to enter into a 5-year collection contract with Watertown Township before December 31, 2017 and will be required to provide payment and performance bonds for the amount of the 5-year contract if the contract amount is over $100,000.

STATEMENT OF THE TOWN BOARD
CALLING FOR A SPECIAL TOWN MEETING
(Minn. Stat. § 365.52, subd. 1)
We, the undersigned town supervisors and the town clerk of Watertown Township, Carver County, Minnesota, do hereby declare that the interests of the town require a special town meeting to be held because: The need to act in a timely manner to consider and act upon recycling proposals that are due to the township office by December 11, 7 p.m.
The particular business to be transacted at the meeting is as follows: Consider and act upon recycling proposals received by the above date.
The meeting is to be held on the 11th day of December, 2017, at 7 p.m., at the following place: Watertown Township Town Hall, 3580 County Road 10, Watertown, MN 55388.
