MINUTES
Regular Meeting of the Board of Education
Independent School District 879, Delano Public Schools
The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, July 23, 2018, at Delano City Hall. The meeting was called to order by the chair at 5:46 p.m. with the following members in attendance: Depa, Larson, Seguin, Black, Briesemeister Johnson and Milano. Absent: None.
APPROVAL OF MEETING AGENDA (approved unanimously)
WORK SESSION
Board reviewed discussion items: music trip, 2018-19 TAC fees, cultural competency initiative, POC update, committee reports, addendum to the high school handbook.
CONSENT AGENDA (approved unanimously)
Board approved the regular meeting minutes of 6/25/18. It also approved the current budget status with year-to-date adjustments, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Asset Fund, cash report, revenue and expense fund totals, expense reports and disbursements.
RESOLUTION OF ACCEPTANCE OF GIFTS (approved unanimously)
PERSONNEL (approved unanimously)
Board approved retirements/resignations/terminations, recommendations of employment and contract changes, including:
Retirements/Resignations/Terminations: student pool worker (2), DHS paraprofessional, DES social worker, DIS special education teacher. Recommendations of Employment: tennis camp instructor, Tiger Strength coach, T-Ball and baseball camp assistant, Tiger youth gymnastics, CE field trip supervisor (4), volleyball official (2), Tiger Strength instructor, CE dance instructor. Contracted New Hires: DHS special education teacher, DES speech language pathologist, DHS counselor.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Superintendent Schoen provided updates on construction, open house plans for the new building spaces, and office security. M. Reeder reported on the filing period for the 2018 school board election. D. Johnson reported on the summer concert program, Wee Tiger Preschool and Tiger Kids Club, and various other activities. Board heard reports from: MAWSECO.
OLD BUSINESS (approved unanimously)
Board approved the second read of Policy 613 due to substantive changes.
NEW BUSINESS (approved unanimously)
Board approved the first and only read of Policy 614 and Policy 619 due to non-substantive and/or legal reference changes, the DES and DIS handbooks, the high school handbook addendum, the Community Ed. employee handbook, and the resolution relating to the election of school board members and calling the school district general election.
The meeting was closed to discuss contract negotiations strategy.
The meeting adjourned at 7:38 p.m.

The polls will be open from seven o’clock a.m. (7:00 AM) and remain open until eight o’clock p.m. (8:00 PM) for the purpose of voting for the following offices:

The Minnesota Public Utilities Commission (MPUC) issued an Order on April 26, 2018 initiating an investigation under Minnesota Statutes Section 237.081. The investigation concerns whether Frontier Communications of Minnesota, Inc. and Citizens Telecommunications Company of Minnesota, LLC, (collectively “Frontier”) are or have been in violation of any applicable service quality, customer service, or billing practices relating to telephone services provided by Frontier that are within the jurisdiction of the MPUC.
Public Hearings
The Order provides that public hearings be conducted by the Office of
Administrative Hearings. Public hearings will be presided over by Administrative Law Judge Jeffery Oxley. Anyone may attend and participate in the public hearings by providing comments. You do not need to be represented by an attorney in order to participate in the public hearings. NOTICE IS HEREBY GIVEN that a public test of the voting systems used to tabulate ballots in the municipal Primary Election will be held on Friday, August 3 at 9:00 a.m. at Independence City Hall, 1920 County Road 90, Independence, MN 55359.
The City Primary Election will be held at City Hall on Tuesday, August 14 from 7:00 a.m.-8:00 p.m. in the City of Independence, Minnesota.

The Planning Commission will hold a public hearing in the Council Chambers at 1920 County Road 90 on Tuesday, August 21, 2018 at 7:30 p.m. to review the following request:
1. PUBLIC HEARING: Gary and Lynda Ostberg (Applicants) request that the City consider the following action for the property identified by (PID No. 33-118-24-14-0003) and located on the south side of CSAH 6 and west of Game Farm Road N. in Independence, MN:
