Notice of Public Hearing for a Proposed Special Vehicle Ordinance
The Howard Lake City Council will conduct a public hearing at 7 p.m. on Tuesday, March 20, 2018 at City Hall, 625 8th Ave. Howard Lake, MN to consider a Special Vehicle Ordinance. The Ordinance would allow operators of golf carts, UTVs, ATVs, and other special vehicles to drive on streets, sidewalks, or other public property if they hold a valid driver’s license and obtain a required City permit.

SECTION 00020 - ADVERTISEMENT FOR BIDS
RECEIPT AND OPENING OF PROPOSALS: Sealed proposals for the work described below will be received by the City Administrator at the Winsted City Hall, 201 1st St N, Winsted, MN 55395, until March 28, 2018 at 2:00 p.m. at which time the bids will be opened and publicly read.
DESCRIPTION OF WORK: The work includes the following:
A. 600,000 Gallon Elevated Water Storage Tank Rehabilitation
1. Interior Wet Rehabilitation
(a) Complete removal and replacement of protective coating system.
2. Interior Dry Rehabilitation
(a) Complete removal and replacement of protective coating system.
3. Exterior Rehabilitation
a) Complete removal and replacement of protective coating system.
4. Remove and replace protective coating on piping in vault/pit.
5. Miscellaneous grinding, welding, and caulking.
6. Remove spray insulation on tank bottom and dry riser pipe.
7. New pressure manway in tank bottom.
8. Remove and re-install insulation with new metal jacket/banding for inlet/outlet pipe.
9. New tank vent and new overflow flange and screen.
10. New LED aviation obstruction lights.
11. New City logos/lettering painted on exterior of tank.
12. New tank drain “mud” valve.
13. Add/Modify new upper landing and add new drain and check valve.
14. New safety climb system.
15. New recirculation pump and piping.
16. New GridBee tank mixer system.
17. New dry riser pipe screen.
18. Repair concrete foundation and grout.
19. Minor welding modifications.
COMPLETION OF WORK: All work under the Contract must be complete by October 15, 2018.
MINIMUM CONTRACTOR QUALIFICATIONS: The Bidder shall have experience as a General Contractor in the successful completion of at least three municipal water storage tanks within the last five (5) years.

BID SECURITY: A certified check or a Bid Bond satisfactory to the City of Winsted, Minnesota, in the amount of not less than 5 percent of the total Bid price submitted must accompany each Bid.
LABOR RATES - MINIMUM WAGE REQUIREMENTS:
This project is being funded by the Minnesota Public Facilities Authority’s Drinking Water Revolving Loan Fund and the City of Winsted, Minnesota. The project is subject to the State of Minnesota and Federal minimum wages.
PERFORMANCE AND PAYMENT BONDS: The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond each in the amount of the Contract.
The Bid, Agreement, and Bonds shall be conditioned upon compliance with all provisions of the Bid Documents.
PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to the Engineer/Manager for the project. It shall be understood, however, that no specification interpretations will be made by telephone.
