Winsted City Council Minutes


JAN. 16, 2001


6:30 P.M.

Present: Don Guggemos, Tom Ollig, Bonnie Quast, Tom Wiemiller

Staff: Attorney Fran Eggert, Matt Podhradsky, Betty Zachmann

Absent: Gary Lenz, Attorney George Hoff

Closed Meeting held, as published, for the purpose of discussing and reviewing the Judgement rendered on 12-13-00 related to the City Hall demolition lawsuit brought on by Minn. Historical Society.

Attorney Eggert was the spokesperson for George Hoff, who was unable to attend.

Quast motioned to close the meeting, Wiemiller seconded, unanimously carried.


7 P.M.

Mayor called the meeting to order.

Ollig motioned to accept the minutes of Jan. 2nd as written, Quast seconded, unanimously carried.

7:05 p.m. Public Hearing-Proposed Assessment Hearing: Mayor called for the Initial Public Hearing for proposed curb and gutter improvements to 6th Street North, as part of McLeod County Road #1 improvements being proposed for construction in 2001. Notices had been sent to the affected property owners.

Several persons were present with questions, but because the design engineer was unable to attend due to a family emergency, an additional meeting will be held later, to answer many of the questions brought up.

It was related to those present by Mayor Guggemos, that the City has installed new curb and gutter in other areas of streets that were improved, and have assessed the property owners.

The public hearing was then closed, with concerns forwarded to the engineer, and council then proceeded with the regular meeting.

Upon recommendation of the Mayor, Ollig motioned to appoint the following:

Wiemiller seconded, unanimously carried.

The American Legion representative, Dick Genty, requested additional funding for the Senior Dining program. After discussion, Quast motioned to make two payments of $900.00 each to the American Legion. Ollig seconded, unanimously carried.

Mayor Guggemos then informed those present that the Council met in closed session and the City will not be appealing the decision of the Summary Judgement ruling related to demolition of the City Hall.

Payroll issues were discussed, since there appeared to be confusion with the employees as to when payroll checks should be ready. After discussion, Tom Wiemiller motioned to amend the Payday Ordinance, with the City using a (26 week pay period) bi-weekly pay period, with Friday to Friday, as the pay period, and checks issued on the following Thursday at 2:00 P.M. Tom Ollig seconded, unanimously carried. (This shall become effective Feb. 1, 2001)

Tom Ollig motioned to approve by signature, the salary schedule as presented by staff. Quast seconded, unanimously carried.

Tom Ollig then abstained his chair, and requested the necessary permits to hold the annual Winstock Event on June 8th and 9th. Wiemiller motioned to approve a 3.2 Non-Intoxicating On Sale Liquor, and dance permits for those days. Quast seconded, unanimously carried.

Tom Wiemiller motioned to approve the squad specifications, in order to obtain quotes. Tom Ollig seconded, unanimously carried.

Quast motioned to adopt Resolution No. 351-01-16-01, opposing previous indication of moving the Winsted Municipal Airport, or change in the direction of the runway. Ollig seconded, unanimously carried.

Wiemiller motioned to pay the following bills:

General 2357-2419 $20,942.31

Payroll 3683-3705 $20,775.51

Fire Dept.3460-3464 $10,243.98

Quast seconded, unanimously carried.

Quast motioned to approve a Grant for the Fire Dept. from the Dept. Of Natural Resources in the amount of $900.00 for obtaining two radios. Ollig seconded, unanimously carried.

Quast motioned to adjourn, Ollig seconded, unanimously carried.
