Winsted City Council Minutes
APRIL 3, 2001
Present: Don Guggemos, Bonnie Quast, Tom Wiemiller, Gary Lenz.
Absent: Tom Ollig

Workshop for possible use of old city hall
Members of the MN Historical Society, and the Winsted Preservation group gave a presentation from their architect on design of the building, applying assumptions for city office space, and using three floors and estimated costs. The plan included lower level, police, main level administration, upper level library. Some grants are yet available, although only to the City.
Todd and Kelly Colonna had expressed interest in the purchase of the building, and presented to the council their uses for the building, along with projected costs, and time frame for renovating two floors.
Questions from council were addressed throughout the workshop. Workshop closed at 7:05 PM.
Mayor called the meeting to order.
Quast motioned to accept the minutes of March 22 as written, Lenz seconded, unanimously carried.
Mayor informed those present that the Final Plat for Winsted on the Lake, 2nd Addition is tabled, due to the fact the reports from the Dept. Of Natural Resources were not yet received by Gilk or the City. Several persons were present from Winsted Township and current residents from that area. Questions were brought up related to public hearings, notifications and platting. Mayor addressed several of the issues related to public hearings plat processing, council meetings and planning commission meetings. Mayor Guggemos stated there would be no further discussion on the topic of Winsted On the Lake, as it was tabled at this time, and will be on the agenda for next meeting.
Limitless 55+, presented to the Council the final plat for Golden Gate Estates. Kendall Kubasch requested final approval of the plat. After our engineer has reviewed and approved the utility extensions, Lenz motioned to approve the final plat of Golden Gate Estates. Wiemiller seconded, unanimously carried. Lenz then motioned to empower the Mayor and Clerk to sign the Plat when prepared. Quast seconded, unanimously carried.
Wiemiller motioned to support the Kubasch's Linden Ave. W. easement for storm sewer that runs through a McLeod County Easement. Lenz seconded, unanimously carried.
Wiemiller motioned to adopt Resolution No. 357-04-01, authorizing the City to borrow funds from the Community Bank Winsted, for the balance needed for the new fire truck, but requiring notification to the council prior to obtaining funds. Quast seconded, unanimously carried.
Glenn and Betty Diers were present requesting the City vacate a portion of the alley between Rosalie Ave. and Sherman Ave. (Block 6, Interurban Addition). Attorney Eggert advised on the process for vacating alleys.
Paul Waldron gave a presentation on services he offers in building inspection as a building inspector. He gave details of the process he uses and forms he has. His fees would be based on a percentage of building code fees, increasing substantially what is currently being charged by the city. No action was taken.
Quast motioned to approve the following tobacco licenses:
The Woods Group, Tom Thumb, Tom Mickolichek, G & J lnc., Blue Note of Winsted, Casey's Store, J. F. Berger, Inc.; American Legion. Lenz seconded, unanimously carried.
Upon request from the Clerk, Lenz motioned to approve the following transfers: From TIF4 Fund, to General Fund , $7,800.00; from Water Fund, to 99 Wat Ext Bond, $61.553.00; from Sewer Fund, to General Fund, $40,000.00. Wiemiller seconded, unanimously carried.
Quast motioned to amend budget to include salary of Secretary/Utility Clerk to delegate 1/3 to general, sewer, water funds. Wiemiller seconded, unanimously carried.
Wiemiller motioned to approve a donation of $ 100.00 to the Humanitar-ian Council, as requested. Lenz seconded, unanimously carried.
Lenz motioned to pay the following bills:
General 2732-2752 $11,997.89
and 10376-10381 R11,207.54
Payroll 3777-3799 $12,664.36
Fire Dept. 3503-3510 $4,751.00
Lenz motioned to renew a lease with James Hausladen until 2002, for land owned by the City. Quast seconded, unanimously carried.
Quast motioned to adjourn, Wiemiller seconded, unanimously carried.
