Winsted City Council Minutes

June 19, 2001

City Hall

7:00 PM

Present: Don Guggemos, Tom Wiemiller, Bonnie Quast, Gary Lenz

Staff: Attorney Eggert, Clerk Betty Zachmann

Mayor called the meeting to order.

Quast motioned to accept the minutes of May 5th as written, Lenz seconded, unanimously carried.

Wiemiller motioned to accept the minutes of May 13th as written, Quast seconded, unanimously carried.

John Schroeder, MnDOT was present to explain the Airport Lighting Standards, inspection processes and scoring of Airport Lighting throughout the State. He presented to several members of the Airport Commission, an Award of Excellence for maintaining three consecutive years of 100% Lighting scored with the Winsted Airport.

The legal description was given for the Holy Trinity Cemetery abatement. Attorney Eggert will determine the process use and bring back to next meeting.

The Administrator that was offered the job, declined, to go to another community, therefore term position was offered to Brent Mareck. Mareck was present, and accepted the position. Lenz the motioned to hire Mareck, who will begin working on July 2, 2001 with an annual salary of $42,000.00, Quast seconded, unanimously carried. A contract will be submitted for signatures.

Eggert informed the Council that the contract from Waldron for Building. Inspection had changes to be made, per conversation with Waldron and Quast.

Lenz motioned Attorney Eggert make the corrections, submit to Waldron, and empower the Mayor and Clerk to sign, Quast seconded, unanimously carried.

Wiemiller motioned, upon recommendation of the Airport Commission, to increaser the rental of hangars to $65.00, effective Sept. 1, 2001, and to sustain the lease fee of $18 per sq.ft., Lenz seconded, unanimously carried.

The Council regretfully accepted the resignation of Plan. Commission member Rich Smisek, due to his moving, and to advertise for the position.

Quast motioned to pay the following bills:

General Nos. 10403-10404 $6,273.59

Nos. 2965-3010 $43,973.56

Payroll Nos. 3847-3478 $10,439.44

Fire Dept. Nos. 3523-3530 $54,256.66

Lenz motioned to pay overtime to the Clerk during the time without an Administrator, Wiemiller seconded, unanimously carried.

It was noted that the City has issued $2,114,400 in building permits the past month. This is by far, the largest value of permits in one month, ever issued in the City.

Mayor reported on the Gutter Water problems that had been reported at the last meeting. It was determined the water flow, although relatively flat in Westgate Dr. was flowing freely, and that the problem with the standing water was the result of a sump pump disposing of water into the gutter. Since there is an existing storm tile on the west property lines, the property owners will be required to dispose of the water into that storm drain, and cease from disposing onto the street permanently. The owners will be notified of this action.

A report of the Plan. Commission meeting was given. It was noted that the Commission accepted the Amendment to the Preliminary Plat of Winsted on the Lake, pending several conditions be met.

Clerk reported on hail damage to buildings and park fixtures due to the hail storm last week. Claims will be filed.

Web Site review was given by Chris Schultz. There were a few unfinished portions yet to be done, but the site has been updated and created quite a lot of interest. Mareck will work with Schultz to complete the site design.

Quast motioned to adjourn, Lenz seconded, unanimously carried.
