Winsted City Council Minutes
Sept. 18, 2001
Present: Don Guggemos, Tom Ollig, Bonnie Quast, Gary Lenz, Tom Wiemiller
Staff: Attorney Eggert, Administrator Mareck, Clerk Zachmann
Mayor called the meeting to order.
The Mayor called for a moment of silence in tribute to the victims, leaders, rescue workers and trauma to all citizens of the United States affected by our Country's tragedy on Sept. 11, 2001. Mayor then lead the Pledge of Allegiance, after which the American Legion and many members then declared honor to the victims and Country, followed by a prayer given by the Legion Chaplain, the Fire Chief then honored the firefighters and Emergency Response personnel with a Fire person's prayer.
Lenz motioned to accept the minutes as written, Wiemiller seconded, unanimously carried.
Lenz motioned to adopt Resolution No. 366-09-18-01, adopting assessments for sanitary sewer and water extensions after completion of 6th St. So., Quast seconded, unanimously carried.
Lenz motioned to adopt Resolution No. 367-09-18-01, approving the off site gambling permit for Holy Trinity Church, Ollig seconded, unanimously carried.
After discussion, Wiemiller motioned to make final payment to French Lake Curb, (Curb, Gutter, St., Imp) in the amount of $6,370.03, deducting $1,946.40 due to City having to seed and re-seed property the contractor did not come back to complete. Ollig seconded the motion, unanimously carried.
MPCA had requested the City install lock valves at the Kinsgley lift station as part of the new permit. After collecting information, Ollig motioned to instruct SEH to proceed with preparing the necessary documents for getting the valve installed, which would then require manual opening of the overflow to Winsted Lake, Lenz seconded, unanimously carried.
Mareck reported the Plan Commission could not hold a meeting due the lack of a quorum present.
Bill Gilk was present requesting the extension of blacktop from Lake Drive to Lake Court, and as in the past, he would have the work done, City would pay for costs, and then assess 100% of the costs to Gilk's 2nd and 3rd Addition (18 lots), assessments , with no interest, to be paid in full prior to selling lot. Council agreed to the arrangement, but requested Gilk to bring estimate costs back to council. Assessments will be certified to the County as soon as possible.
Quast motioned to pay the following bills:

Fire Dept Chks.. 3568-3581 $2,420.47
Ollig seconded, unanimously carried.
Wiemiller motioned to approve a permit for Holy Trinity to hold a Marathon on Sept. 29th and a Homecoming parade on Oct. 12th, Lenz seconded, unanimously carried.
Eggert stated the Colonna's expect to sign the city hall sale contract on Wednesday, according to Colonna's Attorney.
Quast motioned to adjourn, Wiemiller seconded, unanimously carried.
