Winsted City Council Minutes

Nov. 20, 2001

City Hall

7:00 PM

Present: Don Guggemos, Gary Lenz, Bonnie Quast, Tom Wiemiller, Tom Ollig

Staff: Attorney Eggert, Brent Mareck, Betty Zachmann

Mayor called the meeting to order.

Quast motioned to accept the minutes as written, Ollig seconded, unanimously carried.

Council discussed sewer/water inspections for new connections. After review, Ollig motioned to amend the contract with Paul Waldron Associates, to include inspection and pressure tests, and inspection of connections and soil support at connection locations to the City service lines for a fee of $45.00, to be part of the tap in fees, Lenz seconded, unanimously carried.

Lenz motioned to allow a parade, and horses within the city on Dec. 8th, Ollig seconded, unanimously carried.

Wiemiller motioned to issue a check for promotion to the Civic & Commerce for $500.00, Ollig seconded, unanimously carried.

Lenz motioned to hold a workshop for the 2002 Budget at 6:00 PM, Dec. 4th, prior to the next meeting, Ollig seconded, unanimously carried.

Winsted Royalty Committee requested funds to maintain the float, and others expenses while participating in 30 events, promoting the community. After discussion, Ollig motioned to provide $1,000 per year to the Committee to help defray costs, Quast seconded, unanimously carried.

Quast motioned to pay the following bills:

Gen. Chks.3364-3406 $495,902.25

Chks. 10463-10465 $4,200.57

Payroll Chks. 4023-4052 $9,889.77

Fire Dept. Chks. 3596-3604 $2,388.16

Lenz seconded, unanimously carried.

Attorney Eggert present the draft Ordn. 01-04, placing a moratorium on Adult Businesses, forwarding same to Plan. Comm. for review. Lenz then motioned to hold a public hearing for Ordn. 01-04 (Moratorium on Adult Businesses) and 01 05 (Expanding Applicable Trespassing Laws) on Dec. 4, 2001 at 7:00, holding the regular meeting at 7:15, Wiemiller seconded, unanimously carried.

Attorney Eggert informed the council that all the necessary forms have been completed and are approved for the sale of the old city hall to Todd Colonna.

Lenz motioned to empower the Mayor and Clerk to sign an Agreement with the State of Minnesota, Division of Emergency Management for reimbursement of $2,113.80, for costs associated with storm damages this summer, Quast seconded, unanimously carried.

Quast motioned to adjourn, Lenz seconded, unanimously carried.
