Winsted City Council Minutes

Feb. 5, 2002

City Hall

7:00 PM

Present: Don Guggemos, Tom Wiemiller, Bonnie Quast, Tom Ollig, Gary Lenz. Staff: Mareck, Zachmann, Henrich Absent: Attorney Eggert

Mayor called the meeting to order. Wiemiller motioned to accept the minutes as written, Ollig seconded, unanimously carried.

Chief Henrich recommend hiring Danny Salo at $14.42 per hour. Salo was present for introduction to the Council. After discussion, Lenz motioned to hire Salo as a full time Officer, at $14.42 per hour, beginning Feb. 6, 2002, and providing clothing allowance for 2 years, Quast seconded, unanimously carried.

Lenz then appointed Glen Strom as a part time officer for the City, Wiemiller seconded, unanimously carried.

Due to recent state short fall of revenue, the Governor has proposed reducing State Aids to Cities, effective for 2002. After review of information, Quast motioned to adopt Resolution No. 375-02-05-02, Urging the Governor and Legislature to Cease its Transfer of Financial Crisis to Cities, Ollig seconded, unanimously carried. Said Resolution will be forwarded to Representative Kielkucki and Senator Dille.

Ollig abstained his chair, and requested Winstock be approved to hold a Country Festival on June 7th & 8th, at 6th St. So. and 230th St., be granted a 3.2 License for those days, approve a 2 day Off Site Pull Tab Gambling Permit, and a dance permit. After discussion, Wiemiller motioned to approve the Winstock Festival to be held on June 7th & 8th, an Off Site Pull Tab operation for the two days, and a 3.2 Non-lntoxicating Liquor License for same days upon providing with the City a Certificate of insurance, naming the City as certificate holder, Lenz seconded, Ollig abstained, motion carried.

Staff requested the purchase of a new copier. Quast motioned to approve the purchase of a Sharp copier in the amount of $7,154.67, Lenz seconded, unanimously carried.

It was noted that Waste Management continues to work with the City at possibly moving its operation to the Industrial Park. Lenz motioned to instruct SEH to begin plans and specifications on Main Ave. W., and the replatting of the north lots of the Industrial Park, Quast seconded, unanimously carried.

Ollig motioned to hold a workshop at 6:00 PM, on Feb. 19th, City Hall with owner of a 40 acre parcel on 6th St. So. and 230th St., for future development and recommendations from Plan. Comm and Council, Lenz seconded, unanimously carried.

Wiemiller motioned to pay the following bills:

General Chks. 3726-3767 $25,189.88

Chks. 10495-10500 $28,612.08

Payroll Chks.4122-4147 $21,186.82

Fire Chks. 3630-3634 $2,126.01

Ollig seconded, unanimously carried.

No action was taken on cell tower request, as additional information was requested.

Quast motioned to adjourn, Ollig seconded, unanimously a carried.
