Winsted City Council Minutes
Feb. 19, 2002
Present: Don Guggemos, Tom Ollig, Bonnie Quast, Gary Lenz, Doug Chalupsky, Eldron Hecksel, Keith Ide-Plan. Commission members

Sam & Clay Montgomery were present to discuss possibly use and development of a 40A parcel abutting the Ind. Park and Airport. Since the Airport is in the process of being rezoned, the fly zone will be lessened, allowing for more development abutting the airport on the south side of the runway. The consensus of the meeting was to design the property along 6th St. So. and 230th St. for Commercial and the wooded area for high density housing. Utility extension costs was brought up, costs will be gotten. A study of demographics of the area will be done to determine the best use of the residential development. Montgomery will come back to the Plan. Commission with design options.
Montgomery has agreed to allow several trees to be removed from his property after being marked, due to direct action requested by the Dept. Of Aeronautics.
Mayor Guggemos reported attending a meeting of the County Commissioners, requesting relief of taxes for development in the Industrial Park. The request was taken under advisement by the Commissioners.
Attorney Eggert was present.

Quast motioned to accept the minutes of Feb. 5th as written, Ollig seconded, unanimously carried.
Review of the rezoning process of the airport was given by Mareck. After discussion, Lenz motioned to enter into agreement with SEH, for engineering, prepare maps, serve notice on necessary entities and hold public hearings for the purpose of rezoning of the Airport, cost not to exceed $7,000.00, Quast seconded, unanimously carried. Rezoning is necessary in order to utilize the full Industrial Park with no restrictions.
Brief review of prior discussion with Winsted Township regarding Combined Polling place was given by Zachmann. After discussion, Ollig motioned to adopt Resolution No. 374-02-19-02, Combining the Polling Places of Winsted Township and the City, which will result in two precincts, and the purchase of a ballot counter through a State Grant, Lenz seconded, unanimously carried. The Polling place will now be located at the Fire Hall. Secretary of State will be notified after action by Winsted Township.
Ollig then motioned to adopt Resolution No. 376-02-19-02, to Participate in a Joint, Combine Polling Place and sharing in Costs, Quast seconded, unanimously carried.
Ollig motioned to hold the Board of Review on May 7th, at 6:30 PM, City Hall, Lenz seconded, unanimously carried.
Lenz motioned to change the regularly scheduled meeting in March to Wednesday Mar. 6, due to State Caucus being held on Tuesday, Quast seconded, unanimously carried.
Waste Management has proposed a 20,000 sq. ft building in the Ind. Park, additional information is needed, along with rezoning of the Airport.
Mareck had contacted several communications companies for interest in providing wireless communications for Winsted area. After a large amount of time spent on phones, one could not service the area, another did not return a call. No action was taken.
Auditor Harvego requested action on an over expenditure of the C, G, St. construction improvement to close the fund. (This was reported at the last year audit, but no action was taken by the Council). After discussion, and with options given by Harvego, Quast motioned to transfer $41,000 from the Sewer fund, to be repaid with that amount when the next bonds are issued, Lenz seconded, unanimously carried.
Lenz motioned to send a thank you note to Chris Malo for a fine job done with presenting the Annual Police Dept. Report of 2001, Ollig seconded, unanimously carried.
Quast motioned to pay the following bills:
