Winsted City Council Minutes
March 6, 2002
Present: Don Guggemos, Tom Wiemiller, Tom Ollig, Gary Lenz
Staff: Attorney Eggert, Administrator Mareck, Clerk Zachmann, Chief Henrich Absent: Bonnie Quast
Mayor called the meeting to order.
Ollig motioned to accept the minutes as presented, Lenz seconded, unanimously carried.
Chief Henrich was present to request appointing of a part time officer. The applicant will pay for the physical and physiological testing, and will be trained by the City in order for him to apply for licensing as a part time Officer for the City. After discussion, Wiemiller motioned to allow Henrich to pursue the process of licensing as a part time Officer, Chris Malo, Ollig seconded, unanimously carried
Mayor updated council on pursuing the county to abate taxes for Waste Management in the Industrial Park. Lenz motioned to adopt Resolution No. 376-03-06-02, establishing a date for the Public Hearing on the Approval of a Tax Abatement Resolution for the purpose of Funding Public Improvements for the Waste Management/Winsted Industrial Park Project, Ollig seconded, unanimously carried.
Julie Townsend, representing Voice Stream Communications was present to discuss and answer any questions related to the proposed antenna to be placed on the water tower, so as to provide improved wireless communications in the Winsted area. A site lease had been prepared and reviewed by Attorney Eggert. It was noted that other vendors were pursued, but the Winsted area is not a strategic point, which is why there are communication voids. Ollig motioned to provide cellular wireless service for a one year Site Lease with Voice Stream, Inc. of Minneapolis as presented, instructing the Mayor and Clerk to sign, Wiemiller seconded, unanimously carried. All costs for installation, including the underground direction bore, will be costs of Voice Stream. The City will allow Voice Stream to use space inside the water tower for operation.
Ollig motioned to grant Ducks Unlimited a Gambling permit for raffles on April 9th, 2002 at the Blue Note, Lenz seconded, unanimously carried.
A Public Hearing which will be held by Minn. Pollution Control Agency, has been established for the Wastewater Treatment Permit renewal process.
Wiemiller motioned to pay the following bills:

Fire Dept. Chks.3639-3644 $498.59
Lenz seconded, unanimously carried.
Lenz motioned to adjourn the meeting, Wiemiller seconded, unanimously carried.
