Public Hearing and Special Closed Meeting

April 30, 2002

City Hall

7:00 PM

Present: Don Guggemos, Tom Wiemiller, Bonnie Quast, Tom Ollig

Absent: Gary Lenz

Staff: Brent Mareck, Betty Zachmann, Attorney Eggert, Mike Henrich, Tom Homme, SEH Engr.

Mayor called for the Public Hearing for Proposed Improvements on Main Ave. West, and Industrial Park as published and notices sent to abutting property owners.

One person was present as representative for her father. No other comments oral or written had been received.

Mayor informed those present of the projects. Bids were received and opened on April. 23, 2002, at 10:00 a.m., and Engr. Tom Homme brought to Council the bids that had been received:

R & R Excavating $369,021.00

Motzko Co. $391,742.30

Buffalo Bituminous $394,639.45

Wm. Muller & Sons $401,731.00

Duinick Bros., Inc. $433,191.70

Landwehr Constr. $445,130.60

Northdale Constr. $537,534.60

The bids were in two sections, but let as one contract. To the cost was added 25% for contingencies in order to arrive at a proposed assessment for the parcels.

After discussion with and recommendations from the engineer, Wiemiller motioned to adopt Resolution No. 384, Ordering improvements and Accepting the low bid from R & R Excavating, Inc., in the amount of $369,021.00, Quast seconded, unanimously carried.

Upon accepting the low bid, Homme requested change order No. 1, in the amount of $3,797.53, due to the replatting of the Ind. Park, and the need to extend sanitary sewer within the park. Ollig motioned to approve Change Order No. 1, in the amount of $3,797.53, Wiemiller seconded, unanimously carried.

Main Ave. W. will be made a 10 ton street, and utilities will be extended to the south under the road during construction for future development. The estimated cost for the residential property is at $57.15 per lineal foot, with an estimated cost at Industrial Park ranging from $79.00 to $97.00 per lineal foot. Some assessments are deferred being outside the city limits. After discussion and no others present, Quast motioned to adopt the proposed assessments, Ollig seconded, unanimously carried.

No further action, Quast motioned to adjourn the meeting, Wiemiller seconded, unanimously carried.

A closed meeting was held as posted, at 8 PM to discuss personnel issues.
