CLOSED MEETING

A Closed Meeting was held on Wednesday, May 29, 2002 at 6:00 PM for the purpose of discussing personnel issues.


REGULAR MEETING

June 4, 2002

7:00 PM

Present: Don Guggemos, Tom Wiemiller, Tom Ollig, Bonnie Quast,

Absent: Gary Lenz

Staff: Brent Mareck, Betty Zachmann, Attorney Fran Eggert, Mike Henrich

Mayor called the meeting to order.

Quast motioned to approve the minutes with correction to name, Ollig seconded, unanimously carried.

Chief Henrich introduced Chris Malo, newly appointed part time Officer. Henrich requested to purchase a gun cabinet for security issues. After discussion Ollig motioned to purchase a gun cabinet in the amount of $1,384.99, Wiemiller seconded, unanimously carried.

Five children and some parents were present to request the city park system pursue a skate park. The children had a petition from approximately 70 students that they brought to council. Council will look into considering the request.

Attorney Eggert stated the city may donate only $2,500.00 each year to the cemetery, under Minn. Statutes. Since this is an item not budgeted for, Mayor suggested the Cemetery Board approach the bank for a $7,500 loan, with 3 year life, and the City would contribute $2,500 for three years.

Ollig motioned to pay $2,500 for three years for public cemetery improvement, contingent upon obtaining financing of the $7,500, Quast seconded, unanimously carried.

After reviewing the Recreational Permit, Wiemiller motioned to adopt Ordinance No. 02-01, Amending Section 701.004, Municipal Code, regarding fireplaces and outdoor fires and requiring a permit for, Quast seconded, unanimously carried.

Fire Dept. Members were also present with a request to purchase the Thermal Imaging Camera and VCR/TV, as budgeted. Quast motioned to approve the purchase of the camera, in the amount of $20,500.00, Wiemiller seconded, unanimously carried.

The proposed assessments for trunk line and bituminous for parcels of Winsted on the Lake were reviewed. Ollig motioned to adopt Resolution No. 388-06-04-02 Assessments in the amount of $34,500.00 against certain parcels, Quast seconded, unanimously carried.

Quast motioned to pay the following bills:

General Chks. 4026-4093 $15,827.60

Chks. 10530-10539 $15,022.80

Payroll Chks. 4267-4276 $9,537.34

Fire Dept. Chks. 3677-3678 $177.64

Ollig seconded, unanimously carried.

Ollig motioned to adopt Resolution No. 389, Approving Off Site Pull Tab Operation for Winsted Firemen's Relief Ass'n. at:

Bailey's Bar & Grill

American Legion Club

Keg's Bar,

Quast seconded, unanimously carried.

Ollig motioned to adopt Resolution No. 390-06-04-02, fully authorizing the City Clerk-Treasurer to open brokerage account, transfer, endorse, sell and assign indebtedness securities as part of the 2002 Bond Issue for Improvement, Wiemiller seconded, unanimously carried.

Work is beginning with Dept. Supervisors to implement a five year Capital Improvement program.

Request for increase in late payment fees for utility bills was requested by the Clerk. No action was taken.

No further business, Wiemiller motioned to adjourn, Quast seconded, unanimously carried.
