Winsted City Council Minutes
Dec. 4, 2002
Present: Don Guggemos, Gary Lenz, Bonnie Quast, Tom Wiemiller
Staff: Betty Zachmann, Brent Mareck, Mike Henrich, Danny Salo
Absent: Tom Ollig
Mayor called for the Public Hearing, for the purpose of Truth & Taxation of the 2003 Final Budget.
There was one person present. Council reviewed the budget, by department, with additional information provided when requested. The proposed budget is approximately 17% increase over 2002, but with additional housing tax base, and credits proposed by the state would increase the homeowners tax by less than 5%, as originally projected The Council was aware of the state projected shortfall, and it is likely, cities will have local government aid decreased for 2003, after the city has filed its levy with the county auditor. Council will review and make adjustments should the City be notified of a decrease in aid. Upon completion of review, Lenz directed Clerk to prepare a resolution for 2003, for action at the next meeting, Quast seconded, unanimously carried.
Quast motioned to close the public hearing, Wiemiller seconded, unanimously carried.
Dec. 4, 2002
Attorney Eggert was present.
Quast motioned to approve the minutes of Nov. 19th as written, Lenz seconded, unanimously carried.
Lee Koppy, Bridegland Development Co., representative, and Aaron Kubasch of Limitless, Inc. was present. There was a boundary encroachment dispute during the construction and development of Grass Lake Farms. It appeared the boundaries of the Preliminary Plat had been shifted due to Limitless, Inc. purchasing land abutting Bridgeland. Attorney Eggert stated the City could become involved, due to placement of a street. The City stated it would not become involved in a civil matter, and the dispute should be settled between themselves. Attorney Eggert stated the Plat had been filed today.
No action was taken on street sweeper, and Christmas decorations.
Henrich requested permission to acquire quotes for a new squad, delivery in 2003. Lenz approved the request, Wiemiller seconded, unanimously carried.
Lenz motioned to authorize SEH to do a survey of South Lake Ditch, Quast seconded, unanimously carried.
Wiemiller motioned to amend the Administrator's contract to include an incentive bonus for longevity of $5,000 per year for the next three years, in addition to step increase, Lenz seconded, unanimously carried.
A workshop will be held at 6:30 PM, Dec.17th, to discuss the Zoning & Subdivision Ordinances with consultant Pettipiece Associates.
Wiemiller motioned to pay the following bills:

Chks. 10619-10624 $5,185.44
Payroll Chks. 4458-5020 $10,475.02
Fire Dept. Chks. 3756-3765 $2,488.90
Lenz seconded, unanimously carried.
Mareck reported that the county commissioners voted down the Tax Abatement Policy and voted down the Tax Abatement request by the City. The City was not notified, nor invited to attend the meeting, learning about the decision from a newspaper phone call.
Quast motioned to adjourn, Wiemiller seconded, unanimously carried.
