Lenz motioned to open the workshop, Quast seconded, unanimously carried.
Steve Moline, Pettipiece Associates, Inc. was present to discuss the concept of reviewing and revising the Zoning and Subdivision Ordinances. Staff had received several quotes, with this being the lowest. Moline explained to Council he would review, rearrange, add new development concepts, reorganize chapters, added some as needed, and prepare a draft to the Planning Commission to review and have discussion with. Many work sessions with Plan Comm. members will be done, and upon final draft, a public hearing will be held.
Lenz motioned to close the workshop, Wiemiller seconded, unanimously carried.

Attorney Eggert was present, along with Councilman elect Gerald Boldt
Quast motioned to accept the minutes of Truth & Taxation Public Hearing on Dec. 4th as written, Lenz seconded, unanimously carried.
Lenz motioned to accept the minutes of the regular meeting of Dec. 4th, Wiemiller seconded, unanimously carried.
Todd Colonna was present to give an update on the City hall renovation. The roof was completed, and interior was more moist then anticipated, taking a longer time to dry out. He anticipated retail space opening ready for this summer.
Street sweeper costs were reviewed, and it was decided at this time to keep the existing sweeper.
Chief Henrich was present with purchase requests. Quast motioned to approve the purchase of Xpediter Patrol computer program for the Police Dept. not to exceed $1,500.00, Lenz seconded, unanimously carried.
Wiemiller motioned to purchase a '03 Ford Crown Victoria from Waconia Ford, in the amount of $17,777.00, with trade, Lenz seconded, unanimously carried.
Lenz motioned to purchase a lite bar and strobe lights for the squad not to exceed of $1,436.93, Quast seconded, unanimously carried.
Dave Mochinski, Lake Assn. Member, reported that the DNR has approved a grant for a fishing pier at Mill Reserve Park, providing the City commits $5,000.00 toward the project. The DNR will set up and install the floatation dock of approximately 80 ft in length and 8 ft wide, handicap accessible. Lenz motioned to enter into an agreement to provide $5,000 to the DNR for the grant, amending a legal description per Attorney Eggert to include Mill Reserve Park only, Quast seconded, unanimously carried.
Quast motioned to adopt Resolution No. 403-12-17-02, establishing the Final Tax Levy for 2003 as follows:
General Funds $461,266.00
Bond & Interest $262,000.00
Total Levy $723,266.00
Wiemiller seconded, unanimously carried.
Quast motioned to enter into an agreement with Pettipiece Associates, Inc. to review, analyze, and redraft the Zoning and Subdivision Ordinances for the City, in an amount not to exceed $9,500.00, Lenz seconded, unanimously carried.
Lenz motioned to grant 90 days for removal of a pole building that is for sale and out for sealed bids by the City, Quast seconded, unanimously carried. Should circumstances cause a hardship for moving under the time line, an extension could be granted from Council.
Lenz motioned to grant the clerk to pay additional bills before year end as needed, Wiemiller seconded, unanimously carried.

At the request of an employee, Lenz motioned to have a Closed Appeal Hearing related to Personnel issues, on Monday, Dec. 23rd at 8:00 AM, Quast seconded, unanimously carried.
Wiemiller motioned to adopt Resolution No. 404-12-17-03, Appreciation to Gary Lenz as Council Member and Plan. Comm. Member for the past 20 years of dedicated public service to the City, Lenz abstained, carried.
