Mayor called the meeting to order.
City Clerk swore in Don Guggemos, elected Mayor for a two year term. Mayor Guggemos then swore in Gerald Boldt & Tom Wiemiller as selected Council members for four year terms.
Upon request, Quast ratified the following appointments for 2003:

Wiemiller seconded, unanimously carried.
Tom Homme, SEH Engr was present along with Betty & Glenn Diers. Storm water, drainage, lake levels, back yard low elevations, and other issues pertaining were discussed. The City had SEH do an elevation survey, and offered several suggestions to the city to help alleviate the complaint. An unknown drainage line was discovered and will be investigated, televised and dug up in spring. Higher Lake levels have also added to the problem due to a culvert outlet elevation to the lake.
Newly elected Fire Chief Chuck Kirby introduced himself to the City Council and staff.
Tom Homme also presented information that was collected, along with a ditch survey that was done at the outlet from South Lake by the Gutzman property. SEH is waiting for additional information from the DNR.
Mareck had placed an Industrial Site Index in the agenda packet, requesting further direction from the City. The consensus of the Council was to establish costs for each lot, using infrastructure, site preparation, etc., to establish cost for lots sales. Attorney Eggert brought examples from other cities that have advertised. It was decided to establish Lot 1, Block 1 to be $1.00/Sq. Ft., and to propose others for council consideration. Council also discussed need of more information for hiring a professional to advertise the lots.
Quast motioned to approve an On Sale Temporary Liquor License to Holy Trinity Schools for April 26, 2003, Boldt seconded, unanimously carried.
Repair of a pump at 6th St. Lift station was discussed, Quast motioned to approve repair of the pump, in the amount not to exceed $1,651.21, Boldt seconded, unanimously carried.
Wiemiller motioned to approve the following bills:
