Present: Don Guggemos, Tom Wiemiller, Bonnie Quast, Tom Ollig, Gerald Boldt
Staff: Thompson, Stotko, Zachmann, Mareck
Workshop was held for the purpose of gathering information for the arsenic regulations that the City will be required to meet. Carla Peterson, Dept. Of Health was present to provide information on the City's requirements, stating approximately 40 cities will need to treat their wells systems for arsenic removal. It should be noted that EPA lowered the level of arsenic in water systems from 50 ug/L to 10ug/L, which puts many cities throughout the US out of compliance now. Funding sources are available for this project, and several options of treatment are available. The City will have SEH research the options, and estimate costs. Deadline date for meeting levels established by the EPA is Jan. 1, 2006.

Mayor called the meeting to order.
Ollig motioned to accept the minutes of Feb. 8th as written, Quast seconded, unanimously carried.
Ollig motioned to authorize use of Lot I, Blk I, of the Ind. Park, with conditions, one being insurance for the truck-tractor pull will require the City be named as additional insured, others discussed at an earlier meeting, Boldt seconded, unanimously carried.
Fee Proposed Fee Schedule was reviewed by Council. It was Council consensus not to increase the water rates, at this time, since fees would then have to be increased again when a decision is made for treatment of the arsenic in the water systems. Rates have remained the same since '99.
Quast motioned to adopt the fee schedule as presented, without Zoning, Subdv., fees, Sewer & water tap ins. Boldt seconded, unanimously carried. Boldt directed Mareck to research and propose a schedule for Subd. & Zoning fees, Quast seconded, unanimously carried.
Council instructed Mareck to prepare a Lawn Bidding contract for 2003, obtain estimates and bring back to council.
Ollig motioned to approve a Gambling Permit for Ducks Unlimited on Apr. 9, 2003, at the Blue Note Ballroom, Wiemiller seconded, unanimously carried.
Ollig motioned to hold the Board of Review on Tuesday, May 6, 2003 at 6:30 PM, City Hall, Quast seconded, unanimously carried.
Quast motioned to pay the following bills:
