Winsted City Council Minutes

April 15, 2003

City Hall

7:00 PM

Present: Don Guggemos, Gerald Boldt, Tom Wiemiller, Bonnie Quast

Absent: Tom Ollig

Staff: Brent Mareck, Betty Zachmann

Mayor called the meeting to order.

Quast motioned to approve the minutes of April 6th meeting as written, Boldt seconded, unanimously carried.

Upon recommendation of staff, Quast motioned to appoint Jameson Stotko as full time Maintenance person, at $13.92 per hr, Wiemiller seconded, unanimously carried.

The proposed Resolution to assess the personal property of Carol Stauter was tabled by council, with Quast motioning to have Attorney Eggert check into non-renewal of the lease and that all costs incurred by City be added to the outstanding bill, Boldt seconded, unanimously carried.

Boldt motioned to adopt Resolution No. 408-04-15-03 calling for a public hearing on June 3, 2003 at 7:00 PM, City Hall for the purpose of modifying Municipal District No. 2, the adoption of the modified development plan relating to the creation of Tax Increment Financing District No. 6, and proposing adoption of the Tax Increment Financing Plan, Wiemiller seconded, unanimously carried.

Wiemiller motioned to enter into a contract with Bargen, Inc., in the amount of $12,970.00 for crack sealing of streets, and to get an additional estimate for Westgate, Quast seconded, unanimously carried.

Wiemiller motioned to adopt Resolution No. 409-04-15-03, Authorizing the Execution of Sub-Grant Agreement with the State of Minnesota, Dept. Of Safety, Emergency Management, for a portable generator for the lift station, Quast seconded, unanimously carried.

The asbestos inspection of the building on 6th St, will be completed and estimates for removal will be gotten. Wiemiller motioned to pay the following bills:

General Chks. 4902-4940 $35,3277.76

Chks. 10690-10693 $5,228.62

Payroll Chks. 5153-5161 $9,136.99

Fire Dept. Chks. 3826-3839 $1,438.25

Quast seconded, unanimously carried.

Quast motioned to adjourn the meeting, Boldt seconded, unanimously carried.
