Winsted City Council Minutes
July 1, 2003
City Hall 7:00 PM
Present: Don Guggemos, Tom Wiemiller, Bonnie Quast, Tom Ollig, Gerald Boldt Staff: Brent Mareck, Betty Zachmann, Attorney Eggert, Officer Strom
Mayor called the meeting to order.
Quast motioned to accept the minutes of June 17th as written, Boldt seconded, unanimously carried.
Sale of Airport hangars was discussed. Boldt motioned to have staff prepare specifications, advertise and accept bids to be bid as one owner, or individually, with bid closings Sept. 15~, Ollig seconded, unanimously carried.
Quast motioned to purchase a transformer for street lighting at the Industrial Park, in the amount of $6,000.00, by C.R. Electric, total install not to exceed $15,565.00, Ollig seconded, unanimously carried.
Extending hours of On Sale Liquor Licenses by the State, was discussed. Jeff Campbell, owner of Blue Note of Winsted, was present for discussion. In speaking with two other bar owners, it was their opinion they did not wish to extend the licenses to 2:00AM. All owners had been invited to the meeting for discussion, no other comments were received. After discussion, Council agreed to take no action, allowing the current Ordinance to remain unchanged.
Upon recommendation of the Plan. Commission, Ollig motioned to grant a Conditional Use Permit to Tim Sheehan, for constructing a senior apartment at 131 2nd St. So., in a Commercial District, Wiemiller seconded, unanimously carried. The apartment will located behind the new Chiropractic building at the same address.
Barrett Park backstop being in poor condition was reviewed. Wiemiller motioned to replace the back stop, and install a netting to protect play area on 3rd base line in the amount of $4,419.00, Quast seconded, unanimously carried.
A proposed Capital Equipment Schedule was presented for discussion. Council instructed staffto add a Capital Equipment Fund to the 2004 budget.
Damon Thompson, Public Works Supervisor was present to give a quarterly report on work completed, along future projects, and to discuss the sanitary sewer trunk re-lining, which needs to be done to extend life of the line. Council also discussed the equipment schedule, and vehicles condition. Sewer jetting of all trunk lines within the city will be done on a cycle basis, within 3 years.
After discussion Ollig motioned to prepare specifications and establish a bid process for the relining, Quast seconded, unanimously carried.
Upon request, Ollig motioned to hold a workshop at 6:30 PM, prior to July 1 5th meeting to discuss the proposed Zoning Ordinance, Wiemiller seconded, unanimously carried.
Golden Gate Estate informed the Council of being open to all ages.
Council members discussed the mill job on Baker by the County, and the clean up of the building on 2nd St. So. after a fire on June 14th .
Quast motioned to grant a On Sale Malt Liquor License to the Chamber of Commerce at Mill Reserve Park on July 12th, Ollig seconded, unanimously carried.
