Present: Don Guggemos, Tom Wiemiller, Bonnie Quast, Gerald Boldt Staff: Brent Mareck, Betty Zachmann, Attorney Eggert, Firemen, Ebensperger and Chalupsky, PI. Comm.
Absent: Tom Ollig
Mayor opened the workshop.
Steve Moline, Pettipiece & Assoc., was present to review with council questions and changes done through the Plan. Comm who, along with Moline, have been re-working the Subd. & Zoning Ordinances. After review and final changes. Boldt motioned to adjourn the workshop, Wiemiller seconded, unanimously carried.
Mayor called the regular meeting to order.
Quast motioned to accept the minutes of Oct. 21st and 30th, Wiemiller seconded, unanimously carried.
Mayor called for the public Hearings:
Subdivision Ordinance 03-06 Amendment, with recommendation of the Plan. Comm., there being no other written or oral comments, Boldt motioned to adopt Ordn. 03-06, Quast seconded, unanimously carried.
Zoning Ordinance 03-07, Amendment, with approval by the Plan. Comm., there being no persons present, nor comments, Quast motioned to adopt Ordn. 03-07, Boldt seconded, unanimously carried.
Public Hearings for the Golf or Similar Vehicles operating within the city, and establishing Administrative Offense fines were held opened for comments, as no person were present. Council reviewed the fine schedule as presented.
Two firemen were present to provide a quarterly report on operations of the department.
Doug Klamerus, SEH, was available with a Proposal to continue with the water treatment for arsenic removal. After presentation and discussion, Wiemiller motioned to enter into an agreement with SEH for providing grant application for a State loan, Phase 1-design and contract documents for a new well, final design and bidding process, Phase 2-construction and inspection services for a new well, modification of the existing McLeod well, administrative fees, and an optional bid for one complete new well for an amount not to exceed $44,000.00, Quast seconded, unanimously carried.
After reviewing a letter to be sent to Charles Gutzman drafted by Attorney Eggert, Boldt motioned to adopt and send the Findings and Conclusions of the South Lake Ditch maintenance, as presented, to Gutzman's Attorney, Wiemiller seconded, unanimously carried.
7:30 PM with no other comments received from the public, Wiemiller motioned to adopt Ordinance 03-04, Allowing Golf or Similar Vehicles within the City of Winsted, providing for permits, Quast seconded, unanimously carried.
Boldt motioned to adopt Ordinance No. 03-05, Amending Section 1, Chapter 17, Concerning the procedures for Enforcing Administrative Offenses, Quast seconded, unanimously carried.
Wiemiller motioned to close the public hearing, Quast seconded, unanimously carried.
Quast motioned to adopt Resolution 420-11-05-03, a Administrative Fine fee schedule, Wimeiller seconded, unanimously carried.
Denise Ertl, McLeod County Public Health Nursing Services was present as directed by the County Commissioners. She presented a request and information on smoke free restaurants. No action was taken, as the County Commissioners will be holding hearings in the future.
Option Agreement with Altra was tabled.
Right of Way Obstructions at intersections, were reviewed by Police and Public Works. Council instructed Mareck to send letters to the affected property owners.
Quast motioned to establish a Downtown Renewal Committee, (advisory to Council) to work on a downtown plan, involving the local merchant and acquiring assistance from Professional Planning persons to enhance and revitalize the downtown businesses, Wiemiller seconded, unanimously carried.
Quast motioned to pay the following bills:
