Winsted City Council Minutes
Nov. 18, 2003
Present: Don Guggemos, Tom Wiemiller, Bonnie Quast, Gerald Boldt, Tom Ollig Staff: Brent Mareck, Betty Zachmann
Mayor called the meeting to order.
Boldt motioned to accept the minutes of Nov. 5th as presented, Quast seconded, unanimously carried.
Council acknowledged a donation in the amount of $1,500 from Centerpoint Energy toward developing a skate park.
Ollig motioned to have Mayor Guggemos present Tony Kielkucki, State Representative with a Proclamation of Gratitude for the years of service he has given to the Winsted community, Quast seconded, unanimously carried. Kielkucki resigned and will become the assistant Secretary of State.
A updated fence ordinance was reviewed, Ollig motioned to hold a public hearing on Dec. 17th at 7:00 PM, Quast seconded, unanimously carried.
Doug Bebo was present to discuss his high utility bill, no action was taken at this time.
Upon recommendation from the Airport Commission, Quast motioned to amend the contract with the Weise's (high bidder for hangars), to provide a storage shed for airport supplies, at no cost to the City, Wiemiller seconded, unanimously carried.
A proposal from David Drown and Associates to provide services to complete various loan applications for Altra Technologies was reviewed. The City would facilitate several loans, but not have responsibility for any financial obligations. Quast motioned to hire David Drown Associates to prepare all necessary loan applications for Altra Technology, not to exceed the cost of $5,000.00, Wiemiller seconded, unanimously carried.
Ollig motioned to hold a budget workshop on Dec. 2, at 6:16 PM, prior to the regular meeting, Boldt seconded, unanimously carried.
Mareck gave a quarterly report on activities that he has been working on.
Wiemiller motioned to pay the following bills:

Fire Dept Chk Nos. 3950-3957 $919.26
Quast seconded, unanimously carried.
