Winsted City Council Minutes
March 16, 2004
Present: Don Guggemos, Gerald Boldt, Bonnie Quast, Tom Wiemiller, Tom Ollig Staff: Attorney Eggert, Brent Mareck, Betty Zachmann
Mayor called the meeting to order.
Boldt motioned to approve the minutes of March 1st meetings as written, Wiemiller seconded, unanimously carried.
Mayor called for the Public Hearing of Ordn. 04-02, mailbox regulating. No persons were present, nor had written comments been received. The meeting was held open, while the regular meeting continued.
Doug Klamerus, SEH Engr., was present with information regarding arsenic and the private well. Since that well had no information related to radium, or arsenic, although tested below EPA standard for iron and mnaganese, upon recommendation from Klamerus, Ollig motioned to continue with the test well, drilling to the next aquifer, and find test results. Quast seconded, unanimously carried.
Ollig motioned to amend his motion, to empower the Mayor and Clerk to execute necessary documents, Wiemiller seconded, unanimously carried.
Information related to radio read meters was discussed. After discussion, Quast motioned to purchase the introductory package at $11,500.00, and an additional 150 meters, for the amount of $38,500.00, paying for equally between the water and sewer fund. Ollig seconded, unanimously carried. Boldt motioned that all new construction be charged an additional $200.00 for a water meter fee. Wiemiller seconded, unanimously carried. Boldt then motioned to notify the contractors in the area of the fees, and directed staff to prepare a policy for meters. Quast seconded, unanimously carried.
Mareck brought a proposed lawn mowing contract to council. Several changes were made to the proposed contract. With those changes made, Ollig motioned to let bids for the lawn mowing, Boldt seconded, unanimously carried.
Ollig motioned to adopt Resolution No. 423-03-16-04, establishing a Public Hearing for Tax Abatement Modification, Quast seconded, unanimously carried.
Wiemiller motioned to pay the following bills:

Boldt seconded, unanimously carried.
Mayor then called for comments for Ordn. 04-02, regulating mailboxes. Quast motioned to adopt Ordn. 04-02, as amended, Wiemiller seconded, unanimously carried. With no other comments, Ollig motioned to close the Public Hearing, Quast seconded, unanimously carried.
Quast motioned to adjourn, Ollig seconded, unanimously carried.
