Winsted City Council Minutes


May 4, 2004

City Hall

6:30 p.m.

Present: Assessors Hal Kirchoff and Conrad Anderson

Don Guggemos, Bonnie Quast, Tom Wiemiller, Tom Ollig, Gerald Boldt

Staff: Brent Mareck, Betty Zachmann

Mayor called the Board of Review. No persons were present, and Kirchoff informed the council that one party, Parcel No. 21-010-0500, notified the county of a Real Property Tax Petition. Kirchoff reported that the County and the owner had negotiated a value to 2.8 million. Parcel No. 21-075-0160 had requested a change in value, and after reviewing the parcel, Quast motioned to adjust values of Parcel No. 21-075-0160 to $98,000, Boldt seconded, unanimously carried.

No other comments, Ollig motioned to close the Board of Review, Boldt seconded, unanimously carried.


City Hall

7:00 p.m.

Present: Attorney Eggert, Chief Henrich

Mayor called the meeting to order.

Wiemiller motioned to accept the minutes as written, Ollig seconded, unanimously carried.

Mayor called for the Public Hearing for an Ammendment to the Zoning Ordinance, establishing regulations for screening dumpsters. No comments, written or oral, were received. With recommendations from the Plan. Comm, Boldt motioned to adopt the Amendment to the Zoning Ordinance, requiring screening in certain areas, requiring four sides, with compliance by December 2004, Ollig seconded, unanimously carried.

Ollig motioned to adopt Resolution No. 425-05-04-04,Modifying the Tax Abatement for Lot 2, Block 1, Industrial Park, to provide additional repayment of debt, Quast seconded, unanimously carried.

Hangar Variance request by Stauter was tabled.

Discussion related to ATV use for maintaining ball parks by a volunteer was reviewed under the Ordinance. Upon discussion, Boldt motioned to grant a seasonal permit to Bob Mochinski, to drive on the streets, the ATV to and from the park system for performing maintenance in all ball parks, Quast seconded, unanimously carried.

Quast motioned to adopt Resolution No. 426-05-04-04, establishing a Public Hearing for June 1, at 7:00 PM, to consider action for a business subsidy program, Wiemiller seconded, unanimously carried.

Ollig motioned to adopt the job description that was revised for the Public Works Supervisor Position, Quast seconded, unanimously carried.

Wiemiller motioned to advertise for a full-time position of a Public Works Supervisor, closing June 4, Ollig seconded, unanimously carried.

Chief Henrich was present to review and present to the council, an official truck route within the City. Ollig motioned to adopt the map as presented, as the official Winsted truck route. With additional discussion taking place, Ollig withdrew his motion. Council will review needed information at the next meeting.

Henrich also reported to council on activities the Police Dept. has taken, or will be doing. He presented the annual police report to council.

Quast motioned to pay the following bills:

No. 006607-006550 $186,078.25

Payroll No. 5543-5552 $9,571.64

Fire Dept. No. 4157-4166 $12,884.03

Wiemiller seconded, unanimously carried.

Quast motioned to adjourn, Wiemiller seconded, unanimously carried.
