Winsted City Council Minutes

Regular Meeting

June 1, 2004

City Hall

Present: Don Guggemos, Tom Wiemiller, Gerald Boldt, Bonnie Quast

Absent: Tom Ollig

Mayor called the meeting to order.

Wiemiller motioned to approve the minutes with bill changes and dumpster screening revision, Boldt seconded, unanimously carried.

Public Works department gave a summary of projects that they have been working on and have completed. The Council commended them on the extra work they have taken on recently. It was noted that Dave Meyer has completed a course on tree inspection at Bethel College and now is qualified as a tree inspector. Both Dave Meyer and Jamie Stotko attended water courses in St. Cloud in March. Stotko took a prep class and passed the test for his class D water license.

Larry Anderson of Short, Elliott, Hendrickson, Inc. (SEH) gave a presentation on the Wastewater Treatment Facility Improvements. Presented was a description of how the process would work from the existing lagoons to the new sludge storage pond. If the construction plans and specification were submitted to the MPCA it would require approximately one month before construction could begin. The time table for construction would be approximately 3 months. Quast motioned to accept the plans and specification for pond reconstruction, Wiemiller seconded, unanimously carried.

Discussion for a variance at 121 Lake Ave. E, Verlon and Beverly Schmitz to construct a garage of twelve-hundred (1200) sq. ft. was reviewed. Consideration of future property owner’s rights was considered. For accessory buildings, Guggemos suggested the city staff explore what other cities have for the regulations. The council also recommended that the Schmitz’s submit an updated site plan so a final description of where the garage would be placed. Further information would enable the council to make a final decision. Boldt motioned to table till June 15, 2004 council meeting, Wiemiller seconded, unanimously carried.

Police Department presented a request to designate a truck route within the city. The designated map addresses the truck owner’s semi-truck to his/her residence throughout the city, Boldt motioned to approve the route, Wiemiller seconded the motion, unanimously carried.

Council discussed the letter from the Minnesota Dept of Transportation regarding the speed limit on McLeod CR 1. Wiemiller stated that it should be lower.

Discussed draft language for a proposed ordinance regulating driveways and parking lots. Setbacks of 2 feet were discussed along with town homes vs. single residences. Of concern was the avoidance of runoff from one property to another. Quast brought up camper trailers parked where an intersection is and leading to blockage of view. Guggemos stated that would be avoided because it becomes a safety issue. The council directed the staff to make changes to the draft language.

Boldt motioned to cancel a public hearing for June 1, 2004 to adopt business subsidy criteria. Wiemiller seconded, unanimously carried.

Quast motioned to adopt Resolution 428-06-01-04 – Business Subsidy Criteria, establishing a public hearing on July 6, 2004 at 7PM to consider a policy on business subsidy criteria. Wiemiller seconded, unanimously carried.

Boldt motioned to establish a public hearing to consider changing 240 Lake Court of Winsted of Winsted on the Lake 4th Addition to Lake Court. Public hearing will be July 6th, 2004. Wiemiller seconded, unanimously carried.

Wiemiller motioned to authorize the Library Board to spend up to $1,000 on furnishings for the Winsted Library. Quast seconded, unanimously carried.

Boldt motioned to appoint Jeff Jacobsen as the Administrative Intern at a rate of $8 per hour. Quast seconded, unanimously carried.

Quast motioned to raise the brush site monitor’s salary from $9.25 to $10. And make it retroactive to January 1, 2004. Wiemiller seconded, unanimously carried.

Wiemiller motioned to pay the following bills:

Gen. Ck. 10838-10842 $5,245.76

Ck. 6733–6780 $8,681.74

Payroll Ck. 5568–5578 $9,734.60

Fire Dept. Ck. 4175-4176 $186.49

Boldt seconded, unanimously carried.

Boldt motioned granting Off sale liquor licenses to: Tom’s Corner Bar, The Woods Group, Inc., Blue Note of Winsted, Inc.; J.F. Berger, Inc.;

On sale liquor and Sunday liquor licenses to: Blue Note of Winsted, Inc., The Woods Group, Inc., Tom’s Corner Bar, J.F. Berger, Inc.;

Club license and Sunday liquor license to: American Legion Post 407.

Quast seconded, unanimously carried.

Gueggemos requested that, City Attorney send a letter to 108 2nd St. S. requesting demolition after Rob Beckfeld, Building Inspector’s recommendation.

Quast motioned to establish a workshop for the Police Department to discuss their future goals for June 15th at 6:30 pm. Wiemiller seconded, unanimously carried.

Quast motion to adjourn, Wiemiller seconded, unanimously carried.
