Winsted City Council Minutes
June 15, 2004
Present: Mayor Don Guggemos, Gerald Boldt, Tom Ollig, Bonnie Quast, and Tom Wiemiller
Also Present: Brent Mareck, City Administrator, Jeff Jacobson, Administration Intern, Mike Henrich, Chief of Police, Danny Salo, Police Officer, Glen Strom, Police Officer
Absent: Betty Zachmann, City Clerk-Treasurer, Fran Eggert, City Attorney
The Winsted Police Department reviewed their future needs with the City Council. The Police Department presented information on the need for another full-time officer. Information was provided on increased investigations, changes in population and rising drug and criminal activity. The Police Department made themselves available for questions from the Council or the community on the issue.
Paul Harvego presented the 2003 City audit. Boldt motioned to accept the 2003 audit and report, Quast seconded, unanimously carried.
SEH was present to go over test well results for the new Federal water standard. The test well met all standards for the new regulations. Council directed staff to find data on Well #2 . SEH will be back at a later Council meeting to discuss bidding out the project
Wiemiller motioned to grant a variance at 121 Lake Ave. E., Verlon and Beverly Schmitz, to construct a garage of twelve-hundred (1200) sq. ft., Quast seconded, unanimously carried.
Staff reviewed a land sale with Sportsmans Plus for Lot 1, Block 1 of the Winsted Industrial Park Two. A separate public hearing must be held to consider an agreement between the City and Sportsmans Plus for their involvement in the JOBZ program. Quast motioned to authorize the Mayor and Clerk to sign a purchase agreement with Sportsmans Plus to sell Lot 1, Block 1 of Winsted Industrial Park Two for $84,750 and $49,250 worth of improvements to be assessed at a later date, Wiemiller seconded, unanimously carried.
Ollig motioned to establish a public hearing for July 6, 2004 at 7 PM to consider entering into a business subsidy agreement with Sportsmans Plus for participation in the JOBZ program, Boldt seconded, unanimously carried.
Staff reviewed planning for a project to light CR 1 from Linden Ave to Baker Ave. Quast motioned to authorize the purchase of thirty lights at a cost not to exceed $9,480 from Sterner Lighting, Ollig seconded, unanimously carried.
Wiemiller motioned to appoint Deb Boelter as the City Clerk-Treasurer at an annual salary of $42,000. Boelter will be given a bonus to be included in her salary of $1,000 for completing training as a “Certified Municipal Clerk” and $1,000 for completion of a Bachelor of Arts Degree in Public Administration.
Staff provided a schedule for the 2005 budget process and a goals sheet for the Council to provide input on the budget.
Quast motioned to grant a 3.2 beer license to the Winsted Baseball Club, Inc., Ollig seconded, unanimously carried.
Wiemiller motioned to grant a dance permit to the Blue Note of Winsted, Inc., Ollig seconded, unanimously carried.
The City Council reviewed information for a consent agenda format for future meeting. Staff will prepare two agenda formats for the next Council meeting and an appropriate resolution should the Council choose to implement a consent agenda format.
Staff provided information on the MN Design Team visit scheduled for October 14th through October 17th.
The Council was updated on their request to have the foundation removed and replaced from the old Infinity Warehouse site. Eggert and the Building Inspector are working on the project.
Staff noted that a check issued to the City of Lester Prairie for $10,000 was made payable from franchise fees paid to the Cable Fund from MediaCom.
