Winsted City Council Minutes
July 6, 2004
Present: Mayor Don Guggemos, Gerald Boldt, Tom Ollig, Bonnie Quast, Tom Wiemiller
Also Present: Brent Mareck, City Administrator, Jeff Jacobson, Administration Intern, Fran Eggert, City Attorney, Sue Mueller, Admin. Assistant
Scott Zubrod, Fire Chief gave a review of the past quarters activities within the Fire Department. Zubrod stated Winstock went well, they haven’t had any grass fire problems this year, and the fire department is recruiting for new members. They presently have 25 and there are 5 openings. Zubrod discussed the pancake breakfast in August and that the Fire Department will be participating in the Winsted Summer Festival.
Mareck stated that the State sent a letter acknowledging Winsted’s acceptance into the JOBZ program. The City of Laverne swapped acres with the City. Marek reviewed the business subsidy policy, which is needed to participate in the JOBZ program. Ollig motioned to adopt a Business Subsidy Policy, Quast seconded, unanimously carried.
Mareck discussed the JOBZ Agreement with Sportsman Plus. Mareck stated that the agreement sets thresholds for job creation and pay, as well as capital investments. Ollig motioned to enter into a JOBZ agreement with Sportsmans Plus and Boldt seconded, unanimously carried.
A consent agenda was discussed, Ollig asked whose discretion would decide what would come under the qualification of consent agenda. It was agreed that the City Administrator would decide. Quast motioned to adopt Resolution 429-07-06-04 adopting a consent agenda Wiemiller seconded, unanimously carried.
The Public Works Supervisor position was discussed. The position was offered to the finalist but was turned down for personal reasons. Ollig asked if there were any issues with closing the position, Eggert said no. City staff will come back to the council with a recommendation for the position. Wiemiller motioned to close the position opening for the Public Works Supervisor position Boldt seconded, unanimously carried.
The council discussed the 2005 Budget and LGA. The city could lose approximately $28,000 in LGA for 2005. Wiemiller stated it may be better to prepare for the worst.
The council discussed the purchase of light poles for CR 1. The installation of the underground and wiring will be bid separately. Ollig motioned to purchase 30 light poles, for the CR1 lighting project, from Millerbernd Manufacturing at a cost not to exceed $28,680. Quast seconded, unanimously carried.
Mareck presented an estimate from SEH for preparation of plans and specs for electrical installation of the light poles. It was decided to bring estimate back for the next council meeting.
Boldt motioned to enter into an employment agreement with Mareck through July 2, 2007, Wiemiller seconded, unanimously carried.
Ollig motioned to allow Winsted Summer Festival a 3.2 Liquor License for August 7th and 8th at Legion Area, Hainlin Park and Winsted Industrial Park. Boldt seconded, unanimously carried.
Quast motioned to grant a Parade Permit for August 7th and August 8th Winsted Summer Festival. Wiemiller seconded, unanimously carried.
Boldt motioned to grant a horse permit for the use of horses during the Winsted Summer Festival. Ollig seconded, unanimously carried.
Quast motion to permit ATV1s on City streets and property on August 7th and 8th in conjunction with the Winsted Summer Festival Parade, Ollig seconded, unanimously carried.
Wiemiller motioned to grant a gambling permit during the Winsted Summer Festival to the American Legion - Auxiliary Club, Boldt seconded, unanimously carried.
Ollig motioned to adopt Ordinance 04-04 renaming 240th Lake Court to Lake Court. Wiemiller seconded, Quast abstained, motion passed.
The Council was updated on the Schlagel Property and the unsafe issues. Eggert sent letter and has talked to the building inspector.
Ollig discussed a hanger issue regarding Carol Slater at the airport, Mareck stated she has until the end of the month to provide the city with updated information.
Mareck notified the council that the office could use some temporary help since the new City Clerk/Treasurer, Deb Boelter would not be starting until 7/19/04, due to her involvement in a traffic accident.
Mareck also informed the council that Winsted will be receiving a $75,000 grant for a generator from FEMA.
Weed control, and tree trimming within the city was discussed, Mareck stated the Public Works department has been working on parts of the city. Developments within the city were notified to remove noxious weeds.
Quast motioned to pay bills, Ollig seconded, unanimously carried.
Quast motion to adjourn the meeting, Wiemiller seconded, unanimously carried.
