City of Winsted City Council Special Meeting Council Chambers January 31, 2006 8:00 a.m.
Present: Mayor Don Guggemos Council Member Tom Ollig Council Member Bonnie Quast
Staff Present: Brent Mareck, City Administrator Deb Boelter, City Clerk-Treasurer
Others Present: Russ Paschke, Airport Commission Chairman
1) Mayor Guggemos called the meeting to order at 8:00 a.m.
2) Ollig motioned to adopt the Consent Agenda as presented. Quast seconded. Motion carried 2-0.
a) Waived the reading of the minutes of the Regular City Council Meeting of January 17, 2006.
b) Scheduled a City Council workshop for Tuesday, February 7th, 2006 at 6:00 p.m. to discuss the design progress on the City Center/Lakefront Promenade project.
3) No Special Presentations.

a) Cell Tower Placement – McLeod County Conditional Use Permit
Garrett G. Lysiak, P.E. of Owl Engineering & EMC Test Labs, Inc., was in attendance at the meeting to present his report regarding construction of a communications tower in McLeod County, Minnesota by Midwest Wireless Corporation.
Midwest Wireless Corporation applied for a Conditional Use Permit (C.U.P.) from McLeod County to construct a communications tower in Winsted Township.
The application was approved by McLeod County Planning and Zoning, and they asked Lysiak to solicit input from the City of Winsted Council. The application will then be presented to the McLeod County Commissioners for approval.
The Council requested that a light be placed on the tower to protect aircrafts that may be entering and/or leaving the Winsted Municipal Airport.
Ollig motioned that the City of Winsted is not opposed to the installation of a communications tower in Winsted Township, McLeod County by Midwest Wireless Corporation. Quast seconded. Motion carried 2-0. 7) No Department Reports.
