City of Winsted City Council Emergency Meeting Council Chambers August 11, 2006 1:30 p.m.
Present: Council Member Tom Wiemiller Council Member Tom Ollig Council Member Gerald Boldt
Absent: Mayor Don Guggemos Council Member Bonnie Quast
Staff Present: Brent Mareck, City Administrator Deb Boelter, City Clerk-Treasurer Michael Henrich, Chief of Police
Ollig called the meeting to order at 1:30 p.m.
Mareck presented a request from Tom Sudheimer, owner of Papa Tom’s Bar and Grill, to amend his On Sale and Sunday Liquor Licenses to include the outdoor consumption of alcohol on Papa Tom’s Bar and Grill’s outside deck located on the upper level, south and east sides of the building.
Henrich presented the following issues:
Sudheimer stated that alcohol would be served in plastic cups.
Sudheimer stated that alcohol will only be served inside the building at the existing bar.
Minors entering the deck would be monitored by the bartender inside the building.
Boelter reported that the Minnesota Department of Public Safety/Alcohol Enforcement requires that the Certificate of Liability Insurance for Papa Tom’s Bar and Grill include the consumption of alcohol on the outside deck. Boelter did receive an amended Certificate of Liability Insurance for Papa Tom’s Bar and Grill that includes the consumption of alcohol on the outside deck.
Mareck presented a request from Mayor Guggemos that the motion to amend the On Sale and Sunday Liquor Licenses include a six (6) month review.
Wiemiller motioned to approve an amendment to the On Sale and Sunday Liquor Licenses for Papa Tom’s Bar and Grill to include the outdoor consumption of alcohol on the upper lever deck located on the east and south sides of the building pending approval from the City of Winsted’s Building Inspector on the deck construction, that only plastic serving containers are allowed on the deck, and the amendment will be reviewed by the City Council in six (6) months. Boldt seconded. Motion carried 3-0.
Boldt motioned to adjourn. Wiemiller seconded. Motion carried 3-0.
