Mayor Guggemos called the meeting to order at 7:00 p.m.

Shannon Sweeney, David Drown Associates, presented the City of Winsted’s Capital Improvement Plan (CIP) analysis.

Sweeney stated that the CIP identifies projects that a City needs to complete that are not normally funded through the City’s budget because of their large expense.

Sweeney began the CIP analysis by comparing Winsted with other Minnesota communities to determine Winsted’s strengths and weaknesses.  The comparison was done in the following areas:

  1. Valuations – Tax Increment Financing (TIF) capacity and Taxable Tax capacity.
  2. Valuation Distribution by Tax Capacity.
  3. Tax Rates.
  4. Revenues – Local Government Aid (LGA) and the Net Levy.
  5. Debt per Capita.  Winsted has very low debt.
  6. General Fund Balance.
  7. Water Rates.
  8. Sewer Rates.

Sweeney stated that the analysis of these areas showed that the City of Winsted’s strengths include:

  1. Low debt.
  2. Water rates compare favorably.
  3. Taxes are comparable to other communities of similar size.

Sweeney presented the CIP projects identified by City staff.  The Council reviewed and discussed the projects.  The Council determined what City of Winsted projects should be completed and how the projects would be funded.

Quast motioned to adjourn.  Boldt seconded.  Motion carried 4-0.
