City Council Budget Workshop Council Chambers August 29, 2006 5:30 P.M.
Present: Mayor Don Guggemos Council Member Tom Ollig Council Member Bonnie Quast Council Member Tom Wiemiller Council Member Gerald Boldt
Staff Present: Brent Mareck, City Administrator Mike Henrich, Chief of Police Dave Meyer, Maintenance Lead Jamason Stotko, Maintenance Lead Deb Boelter, City Clerk-Treasurer
Mayor Guggemos called the meeting to order at 5:35 p.m.
Mareck presented the 2007 Draft Budget and highlighted the following:
Henrich was present at the meeting to inform the Council that Lester Prairie Veterinary Clinic will no longer board animals impounded by the Winsted Police Department. Henrich reviewed the options he has been exploring for boarding impounded animals.
Mareck presented Quast’s request to evaluate employee health insurance benefits. Mareck stated that the City has contacted Midland Insurance Group, Inc. and they will prepare some options for health insurance benefits to be presented at a future date.
Mareck presented the comparison between the City of Winsted’s and other communities’ water and sewer fees, water availability charges (WAC), and sewer availability charges (SAC).
Mareck stated that the 2007 Draft Budget and the Preliminary Levy, as presented, will be placed on the September 5, 2006 Regular City Council meeting agenda for approval.
Ollig motioned to adjourn. Quast seconded. Motion carried 4-0.

City of Winsted City Council Capital Improvement Plan Workshop Council Chambers August 29, 2006 6:00 P.M.

Mayor Guggemos called the meeting to order at 7:00 p.m.
Shannon Sweeney, David Drown Associates, presented the City of Winsted’s Capital Improvement Plan (CIP) analysis.
Sweeney stated that the CIP identifies projects that a City needs to complete that are not normally funded through the City’s budget because of their large expense.
Sweeney began the CIP analysis by comparing Winsted with other Minnesota communities to determine Winsted’s strengths and weaknesses. The comparison was done in the following areas:
Sweeney stated that the analysis of these areas showed that the City of Winsted’s strengths include:
Sweeney presented the CIP projects identified by City staff. The Council reviewed and discussed the projects. The Council determined what City of Winsted projects should be completed and how the projects would be funded.
Quast motioned to adjourn. Boldt seconded. Motion carried 4-0.

City of Winsted Special Closed City Council Meeting Council Chambers August 29, 2006 7:00 P.M.
Present: Mayor Don Guggemos Council Member Tom Ollig Council Member Bonnie Quast Council Member Tom Wiemiller Council Member Gerald Boldt
Staff Present: Brent Mareck, City Administrator Deb Boelter, City Clerk-Treasurer
Mayor Guggemos called the meeting to order at 7:20 p.m.
Guggemos called the meeting into closed session to discuss labor negotiations for Brent Mareck, City Administrator.
Ollig motioned to open the closed session. Wiemiller seconded. Motion carried 4-0.
Ollig motioned to recommend that Mareck’s base salary be increased from $75,726 to $81,726, a new contract be drafted and included on the September 5, 2006 Regular City Council meeting Consent Agenda, and the contract be retroactive to July 2, 2006. Wiemiller seconded. Motion carried 4-0.
Boldt motioned to adjourn. Quast seconded. Motion carried 4-0.
