City of Winsted City Council Budget Workshop Council Chambers August 7, 2007 5:00 p.m.
Present: Mayor Steve Stotko Council Member Tom Ollig Council Member Tom Wiemiller Council Member Dave Mochinski
Absent: Council Member Bonnie Quast
Staff Present: Brent Mareck, City Administrator Deb Boelter, City Clerk-Treasurer Fran Eggert, City Attorney
Mayor Stotko called the meeting to order at 5:00 p.m.
Mareck presented the 2008 Preliminary Budget for the Enterprise Funds.
Mareck presented the status of the Airport Fund.
The Council discussed options for revenue sources for the Winsted Municipal Airport.
Eggert reviewed the Winsted Municipal Airport’s current land lease and gave his opinion on the City’s right to charge additional fees in accordance with the land lease. Eggert stated that the land lease presumably allows for additional fees.
Mochinski recommended that the City Council have a joint meeting with the Winsted Municipal Airport Commission to discuss the Airport Fund. Mareck stated that a joint meeting could be scheduled for Tuesday, August 14, 2007. The Council directed Mareck to schedule a joint meeting with the City Council and Winsted Municipal Airport Commission for Tuesday, August 14, 2007 at 5:00 p.m. in the Council Chambers at City Hall.
Mareck presented the Cable Fund, Water Fund and Sewer Fund.
The Council discussed the water and sewer rate study that was completed in the fall of 2006. The Council discussed a need to increase the City’s water and sewer rates. Mareck asked the Council if they would like to consider increasing the City of Winsted’s water and sewer rates in the fall of 2007 or wait until January 1, 2008. The Council agreed to look at an increase in the water and sewer rates this fall, 2007.
The Council discussed the need to build a storage facility for the Royalty Float. The Council directed Mareck to include the cost to construct a storage shed for the Royalty Float in the 2008 budget.
Wiemiller motioned to adjourn. Ollig seconded. Motion carried 4-0.

Mochinski motioned to adopt the Consent Agenda as presented. Wiemiller seconded. Motion carried 4-0.

e) Salary Step Increase Deb Boelter Authorized a salary step increase for Deb Boelter, City Clerk-Treasurer based on a satisfactory review and recommendation by the City Administrator.
f) Appointment Justin Heldt Patrol 2 Winsted Police Department
Authorized the hiring and appointment of Justin Heldt to Patrol 2 at $16.59 an hour based on a unanimous recommendation from the Hiring Committee.
g) Gambling Permit Winsted Ducks Unlimited
Approved a gambling permit for Winsted Ducks Unlimited, Chapter 188, to hold raffles and other gambling activities at The Blue Note Ballroom, 320 3rd Street South, on September 11, 2007.
h) Sludge Storage Tanks Pay Request # 8
Approved Pay Request #8 in the amount of $170,450 to Gridor Construction, Incorporated for work completed on the Sludge Storage Improvements project.
i) Claims Approved the Claims List for August 7, 2007 as presented. j) City Council and Winsted Municipal Airport Commission Joint Meeting August 14, 2007 Scheduled a Joint Meeting with the City Council and Winsted Municipal Airport Commission on Tuesday, August 14, 2007 at 5:00 p.m. in the Council Chambers at City Hall to discuss the Airport Fund. k) City Council, Park Commission, and Trails Committee Joint Meeting August 22, 2007 Scheduled a Joint Meeting with the City Council, Park Commission and Trails Committee on Wednesday, August 22, 2007 at 5:00 p.m. in the Council Chambers at City Hall to discuss the Comprehensive Trail Master Plan.
l) Change Order #3 Sludge Storage Improvement Project
Authorized change order #3 to paint the ceilings in the sludge pumping/mixing and supernatant buildings, change location of electrical conduit and feeders, and replace half (1/2) ton hoist with one (1) ton hoist in the amount of $6,371.40.
Henrich introduced Justin Heldt to the City Council and stated that he will begin working on August 9, 2007. Henrich reviewed the hiring process that was taken to determine that Heldt was the best candidate for the position of Patrol 2 with the Winsted Police Department.
Mayor Stotko administered the Oath of Office to Heldt.
3) Public Hearings
a) Alcoholic Beverages in Parks Ordinance O-07-08
Mareck presented Ordinance O-07-08, an ordinance amending the use of alcoholic beverages in City Parks.
Mayor Stotko asked for public comment on the proposed ordinance amendment. There was no public comment.
Ollig motioned to close the Public Hearing. Mochinski seconded. Motion carried 4-0.

a) Blight 163 Main Avenue West
Mareck presented a letter from McLeod County Attorney Mike Long regarding the pending blight case at 163 Main Avenue West.
The Council discussed and agreed that Attorney Long should proceed with the trial.
Mochinski motioned that McLeod County Attorney Mike Long be directed by the City Council to proceed with the trial. Wiemiller seconded. Motion carried 4-0.
5) No New Business.
6) Department Reports
a) Police Department
Mike Henrich, Police Chief, reported on the following: Ø Several shifts for the Winsted Police Department have been filled with the part-time police list. As a result, the McLeod County Sheriff’s Department will be working a limited amount of shifts for the Winsted Police Department. Ø There have been issues with vandalism and theft in the City of Winsted. Several cars have been broken in to. The soon to be adopted McLeod County wide curfew will hopefully eliminate some of the vandalism and theft issues. Wiemiller asked Henrich about the problem with license plate tabs being removed and stolen from vehicles in the City of Winsted. Henrich stated that he is uncertain why someone would be stealing license plate tabs. Henrich stated that the tabs are of no value and cannot be used on another vehicle because they can be traced back to the original vehicle owner. Ø Henrich reminded the City Council and the public that National Night Out was being held in the Pheasant Run Housing Development tonight at 7:00 p.m. Henrich stated that the purpose of National Night Out is for neighbors to meet each other so they can get involved in surveillance of the homes in their neighborhood and contact the Winsted Police Department to report any suspicious activity. Ø Henrich stated that he was directed by the City Council to research the feasibility and cost to install crosswalk lighting at the Howard Lake Waverly Winsted (HLWW) Elementary School and Holy Trinity School. Henrich reported that it would cost approximately $6,000 per crosswalk. This cost includes a flashing light on each side of the street. Henrich will present the information to the HLWW School District and Holy Trinity School. Ø Contracting with the McLeod County Sheriff’s Department is going well. They will be working in Winsted through August and September, 2007.
7) Open Forum
a) Sam Ulland 163 Main Avenue West
Sam Ulland addressed the City Council regarding the blight issues on his property at 163 Main Avenue West.
