City of Winsted City Council Meeting Council Chambers December 5, 2007 6:00 p.m.

1) Mayor Stotko called the meeting to order at 6:00 p.m.
a) The Pledge of Allegiance was taken.
2) Consent Agenda
Wiemiller motioned to adopt the Consent Agenda as presented. Quast seconded. Motion carried 4-0.
a) Minutes City Council Budget Workshop November 20, 2007
Accepted the minutes of the City Council Workshop of November 20, 2007.
b) Minutes City Council Engineering Services Workshop November 20, 2007
Accepted the minutes of the City Council Engineering Services Workshop of November 20, 2007.
c) Minutes Regular City Council Meeting November 20, 2007
Accepted the minutes of the Regular City Council Meeting of November 20, 2007.
d) Leave of Absence Winsted Fire Department
Authorized a leave of absence to Firefighter Scott Zubrod from October 1, 2007 through October 1, 2008 per the recommendation of the Fire Chief.
e) Airport Commission Ordinance Reschedule Public Hearing
Rescheduled the public hearing for December 5, 2007 at 6:00 p.m. to January 2, 2008 at 6:00 p.m. to consider an ordinance establishing an Airport Commission.
f) Appointment Rebecca Condon Temporary Administrative Assistant
Authorized the hiring and appointment of Rebecca Condon to part-time temporary Administrative Assistant at $10 per hour.
g) Appointment Tricia Stender Temporary Administrative Assistant
Authorized the hiring and appointment of Tricia Stender to part-time temporary Administrative Assistant at $10 per hour.
h) Meeting Reschedule Regular City Council Meeting January 1, 2008
Authorized the Regular City Council Meeting, scheduled for Tuesday, January 1, 2008, to be rescheduled for Wednesday, January 2, 2008 at 6:00 p.m. due to the New Year’s Day holiday.
i) Winsted Public Library Purchase Supplies
Authorized the purchase of supplies for the Winsted Public Library at a cost of $4,602.24 (2007 Budgeted Item).
j) Lakefront Promenade Wiring
Authorized additional wiring for the Lakefront Promenade project by C.R. Electric, Incorporated for $3,200.
k) Add Service STS Consultants
Authorized additional service environmental and construction testing for the New City Hall project from STS Consultants for $11,520.
l) Employee Peer Review
Adopted employee peer review form.
m) City Hall and Lakefront Promenade Project Pay Request #2
Approved Pay Request #2 in the amount of $106,229 to Greystone Construction Company for work completed on the City Hall and Lakefront Promenade project.
n) Claims
Approved the Claims List for December 5, 2007 as presented.
o) Budget Workshop
Scheduled a City Council Budget Workshop for Tuesday, December 18, 2007 at 5:30 p.m. in the Council Chambers at City Hall to discuss the 2008 budget.
p) Winsted Volunteer Fire Department Minnesota Department of Natural Resources Grant Application
Authorized the submission of a grant application by the Winsted Volunteer Fire Department to the Minnesota Department of Natural Resources to purchase fire fighting equipment for the grass rig.
3) Public Hearings
a) 2008 Truth-in-Taxation
Mareck presented the City of Winsted’s 2008 Budget and Levy.
Mayor Stotko asked for public comment. No public comment was received.
Quast motioned to close the Public Hearing. Mochinski seconded. Motion carried 4-0.

5) New Business
a) Annexation Policy Review
Mareck presented the proposed annexation policy. Mareck stated that the City Council listed “annexation review” as one of their goals for 2007. The City has been unable to successfully negotiate an orderly annexation agreement with Winsted Township, which would normally be an ideal document to ensure coordinated growth in the community. An agreement has not been reached; because the city and township have been unable to come anywhere close to agreeing to financial terms on lost tax revenue due to annexation.
In lieu of an orderly annexation agreement an annexation policy has been drafted for the City Council to review. Creating a policy will assist staff in communicating City Council expectations for potential annexations to individuals interested in annexing into the city.
Mayor Stotko recommended that the City proceed with the proposed annexation policy and then contact Winsted Township to schedule a joint meeting to discuss the annexation policy.
The Council directed Mareck to contact Winsted Township to ask if they are interested in scheduling a joint meeting with the City to discuss the annexation policy.
b) Purchasing Policy Review
Mareck presented the proposed purchasing policy. The City of Winsted currently does not have a formal purchasing policy. The draft policy outlines specific purchasing procedures and authorities for staff. In addition, the policy addresses potential conflict of interest issues.
Mareck stated that the policy raises the threshold for budgetary expenditures by staff from $1,000 to $5,000 (with approval by the City Administrator). The motive for this increase is to expedite smaller purchases that have been planned for in the budget process. All non-budgetary expenditures of over $1,000 and budgeted expenditures of over $5,000 would continue to be approved by the City Council.
Council thanked Mareck for his work on the policy and stated their approval of the proposed purchasing policy.
Mareck stated that he will present a Resolution for adopting the purchasing policy to the City Council at their next regular City Council meeting for approval.
6) Department Report
a) Winsted Police Department
Chief Henrich reported on the following: · Officer Heldt is on his own and working nights. · Officer Dan Pohl has begun his training and is on target to finish early. · Have started the hiring process. The first round of interviews will be on December 27, 2007. Ten (10) to twelve (12) candidates will be interviewed. · Due to Officer Strom’s resignation, the Winsted Police Department will be short handed. Henrich will not ask McLeod Sheriff’s Department to cover shifts. The shifts will be covered within the City’s Police Department. · Reviewed types of cases the Winsted Police Department has been involved with since the previous Department report. · Safe and Sober saturations. · Winter parking. The Police Department has started issuing citations.
Wiemiller asked how the Police Department was going to cover the City when they are short handed. Henrich stated that the officers will be going to a three (3) man shift rotation. Wiemiller asked if some of the part-time officers will be working more. Henrich stated yes.
b) City Hall Project Report
Mareck presented an updated construction schedule and gave a brief overview of the New City Hall and Lakefront Promenade project.
Mareck presented the project budget and gave an update on the possible future contingency costs.
Boelter gave an update on the process to purchase furniture and appliances for the New City Hall.
7) Open Forum
a) McLeod for Tomorrow Forum
Mayor Stotko gave an overview of the “McLeod for Tomorrow” meetings. Mayor Stotko stated that the meetings are designed to have the communities in McLeod County work together for the betterment of the County and to identify resources and services available in the County. The meetings are similar to the City’s “Spotlight on Winsted.” There will be future leadership training opportunities and joint grant applications.
Mareck stated that there will be future “McLeod for Tomorrow” meetings and workshops on topics such as transportation, community and County resources, and more.
Mareck stated that the “McLeod for Tomorrow” steering committee has been meeting monthly since the beginning of the summer, 2007. The steering committee consists of McLeod County officials, City officials, and business owners.
8) Announcements
a) Historic City Hall
Mareck and Eggert recommended that the City Council schedule a Special Closed City Council meeting to discuss litigation of the Historic City Hall.
Wiemiller motioned to schedule a Special Closed City Council on Tuesday, December 18, 2007 at 5:00 p.m. to discuss litigation of the Historic City Hall. Mochinski seconded. Motion carried 4-0.
b) Credit Card and Automatic Withdrawal Payments Report
Boelter presented the Credit Card and Automatic Withdrawal Payments Report detailing the number of people making credit card payments or automatic withdrawal payments with the City of Winsted.
c) 2007 Snow Removal Budget
Mayor Stotko asked the status of the 2007 snow removal budget. Mareck stated that there is funding available.
d) Lakefront Promenade Utility Burying Project
Mareck gave an update on the Lakefront Promenade utility burying project.

Jim Miller, Short Elliott Hendrickson, Incorporated (SEH) Regional Sales Manager, addressed the City Council. Miller introduced the SEH staff presenting the proposed engineering services to the City of Winsted:

John Rodeberg presented a proposal for City Engineering Services for the City of Winsted which included:
Justin Black addressed the City Council regarding the current and future municipal engineering services for the City of Winsted.
Jessica Werder addressed the City Council regarding the current and future wastewater engineering services for the City of Winsted.
Brian Meyer presented to the City Council SEH’s four-point plan to improve aviation services for the City of Winsted:
John Rodeberg presented additional value-added services available to the City of Winsted through SEH.
The City Council and staff asked the SEH staff questions regarding their proposed engineering services to the City of Winsted.
