City of Winsted City Council Meeting Council Chambers July 15, 2008 6:00 p.m.

1) Mayor Stotko called the meeting to order at 6:00 p.m.
a) The Pledge of Allegiance was taken.
2) Consent Agenda
Mochinski motioned to adopt the Consent Agenda as presented. Wiemiller seconded. Motion carried 5-0.
a) Minutes City Council Work Session July 1, 2008
Accepted the minutes of the City Council Work Session of July 1, 2008.
b) Minutes Regular City Council Meeting July 1, 2008
Accepted the minutes of the Regular City Council Meeting of July 1, 2008.
c) Curb and Sidewalk Mill Reserve Park
Accepted a quote from Joe Kelly Construction to install sidewalk, curb and two bench pads in Mill Reserve Park for $7,065.02 (recommended for approval by the Park Commission). d) Gambling Permit Winsted Ducks Unlimited
Approved a gambling permit for Winsted Ducks Unlimited to hold a raffle at The Blue Note Ballroom, 320 3rd Street South, on September 9, 2008. e) Election Judge Appointments Appointed City of Winsted Staff Members, Deb Boelter and Raquel Kirchoff, as Election Judges for the Primary Election, September 9, 2008 and/or the General Election, November 4, 2008. Appointed Vernon Christenson, Gayle Detert, Betty Diers, Michael Klein, Bernadette Libor, Imelda Marshall, Karen Schoen, Kathleen Schoenfelder, Rosemary Stifter, Marcella Weibel, and Paul Weibel as temporary, part-time employees at an hourly rate of $8 to serve as Election Judges for the Primary Election, September 9, 2008 and/or the General Election, November 4, 2008.
f) June, 2008 - Building Permit Report Accepted the June, 2008 Building Permit report as presented. g) June, 2008 - Financial Report Accepted the June, 2008 Financial report as presented.
h) Claims
Approved the Claims List for July 15, 2008 as presented.

5) New Business a) Trails Master Plan Mark Kaltsas, MK Land Corporation
Mareck gave an overview of the process to develop the Trails Master Plan for the City of Winsted.
Mareck introduced Mark Kaltsas, MK Land Corporation, the consultant that worked with the City of Winsted to develop the Trails Master Plan.
Kaltsas presented the Trails Master Plan.
Ollig stated that it is important for City of Winsted residents to understand that the Trails Master Plan is a concept plan so if they see a trail designated on or near their property, it does not necessarily mean that a trail will be located there.
Wiemiller stated that he appreciates having the plan because it provides the current and future City Council members with a guide during the yearly budget process. Quast motioned to adopt the City of Winsted’s Trail Master Plan, a Comprehensive Trail Plan for the years 2007-2025. Mochinski seconded. Motion carried 5-0.
b) Variance 450-1st Street South
Mareck presented a variance application from Marcy Weibel, 450-1st Street South, to allow for the construction of a garage totaling 1,056 square feet. The existing detached garage on the property is 768 square feet and the applicant is requesting to construct a 288 square feet addition. The municipal code requires detached accessory buildings to be no more then 750 square feet. There is an additional accessory building on the property, which is considered existing, non-conforming at roughly 360 square feet (120 square feet maximum); however, the overall lot size does not appear to make this significant. The addition meets all other zoning requirements; including setbacks.
The property consists of two (2) lots and is set up in such a way on the property where both lots are needed to provide access to the house and garage.
Mareck stated that the Planning Commission unanimously recommended granting the variance to 450-1st St. S. to construct an oversized garage.
No public comment was received in opposition or support of the variance.
Wiemiller motioned granting a variance at 450-1st Street South, for the construction of an oversized garage. Ollig seconded. Motion carried 5-0.
c) Historic City Hall Progress Report
Mareck presented a progress report for the Historic City Hall.
6) Department Report
a) Dave Meyer and Jamie Stotko, Public Works Maintenance Leads, reported on the following: Ø Prepared snow plowing equipment for storage. Ø Have been sweeping streets. Ø All the parks have been opened. Ø Repaired the storm drain on Sherman Avenue. Ø Assisted Winstock with set up and clean up. Ø Clean up of storm damaged trees and branches. Ø Have been tree trimming throughout the city and removing tree stumps. Ø The downtown flower boxes have been planted and are being maintained. Ø Have been watering new trees. Ø Cleaning up Mill Reserve Park. Ø Numerous odd jobs at the new city hall and lakefront promenade. Ø Shady Creek Drive has been completed.
7) No Open Forum.
8) Announcements
a) Mayor Stotko announced that the City of Winsted offices would be closed Thursday, July 17, 2008; Friday, July 18, 2008 and Monday, July 21, 2008 to move from the old city hall to the new city hall.
9) Adjournment
Quast motioned to adjourn. Ollig seconded. Motion carried 5-0.

I. Call To Order
Mayor Stotko called the meeting to order at 5:00 p.m.
II. Updates
A. Mareck gave miscellaneous updates on city business and issues: 1. Moving to the new city hall. 2. The old city hall office inventory listing. 3. A copy of the revised schedule for the 2009 budget process. 4. The status of the public nuisance at 163 Main Avenue West.
B. Boelter gave an update on the application process for the Utility Billing and Payroll Clerk position.
III. Future Issue Liquor Licensing
Mareck distributed a copy of the League of Minnesota Cities “Liquor Licensing and Regulation” guideline. The City Council discussed the number of permitted on-sale liquor licenses in the City of Winsted.
IV. Other
A. Lake Bank
Ollig presented the concerns of a City of Winsted resident regarding some rocks washing away along the lake bank near the new city hall.
B. Street Lighting
The City Council discussed street lighting.
