REGULAR MEETING

FEB. 1, 2000

CITY HALL

7 P.M.

Present: Floyd Sneer, Jeff Albers, Bob Kegler, Tom Wiemiller

Absent: Gary Lenz

Mayor called the meeting to order.

Kegler motioned to approve the minutes of Jan. 18 as written. Wiemiller seconded, unanimously carried.

Two other quotes were gotten for playground equipment and presented to the council. After review and discussion, Kegler motioned to purchase Landscape Structure equipment for a total package of $15,000 over two years, with the first phase costing approximately $8,000, to be installed this spring. Albers seconded, unanimously carried.

Reeves reported there is no longer anyone interested in the old city hall building. Albers and Kegler reported they had received numerous calls and contacts by taxpayers to demolish the old building. Posting the building for sale will be done, but would include stipulations if the city sold it, such as performance bonds, renovation completion date, etc. Albers then motioned to acquire bids to demolish the old building. Kegler seconded, unanimously carried.

David Drown representative Joan Foust was present to provide information for establishing a Downtown Redevelopment District through tax increment financing. A hearing will be held to determine interest in this proposed project.

RCM Engineer Cynthia Krass was also present with recommendations and cost estimates for repair of the trunk line from Fairlawn Ave. to Winsted Ave. Open cut for repairs was estimated at $113,000.00, and use of a poly lining, which is placed inside the existing line, was estimated at $85,000.00 for 1,350 ft. Patching with grout was not a viable option, as eventually, tree roots would continue to block flow. After discussion, Wiemiller motioned to instruct RCM to prepare plans and specifications for lining the 1,350 ft. Albers seconded, unanimously carried.

Legal opinion on a community center with Holy Trinity was discussed. One of the three criteria needed to be met, may create a possible problem for a joint effort. Additional information is being gotten.

Dental insurance will be offered to employees, at their cost.

A letter related to condemnation for a municipal parking lot was reviewed. It was decided to drop the issue at this time, due to costs. Several other attempts had been made to purchase the property.

Ordinance No. 00-02, amending the employee Ordinance, related to vacation, sick time, payroll dates, and overtime was reviewed. After discussion, Kegler motioned to adopt Ordn. No. 00-02, Amending Section 7, Chapter 2 of the Municipal Code, Personnel Policy. Wiemiller seconded, unanimously carried.

Kegler motioned to apply for a permit to treat Winsted Lake during the summer of 2000. Albers seconded, unanimously carried.

Wiemiller motioned to pay the following bills:

General 1132-1184 $54,790.46

Payroll 3311-3325 $10,331.61

Fire Dept. 10281-10285 $8,240.29

+ DNR-update pump $75.00

With exception of Wright Electric for more information, Kegler seconded, unanimously carried.

Review of a letter from Minn. Dept. of Human Services notifying the city of licensing a Childcare Center was given to all members. No comments will be made.

It was noted that American Legion will be holding a Snowmobile Run within the next several Saturdays (depending on snow, weather), and no permit is required since an ordinance regulates snowmobiles in the City.

Several members of the council had received complaints regarding the noise coming from Dairy Farmer's operations. Reeves was instructed to investigate the issue.

Wiemiller motioned to adjourn, Kegler seconded, unanimously carried.
