Mayor called the meeting to order.
Kegler motioned to accept the minutes as written, Lenz seconded, unanimously carried.
Firemen and Architect were present with the proposed plans for the new fire hall. Council reviewed the plans of the fire hall with questions. Plans have been sent to the Dept. Of Health for review. Bid options will be with general contractor or without.
After discussion, Lenz motioned to adopt Resolution No. 278-03-04-98, upon corrected bid language, to approve plans and specifications, calling for bids, with opening Mar. 31, 1998, directing the City Attorney to draw, empowering the Mayor and Clerk to sign, Kegler seconded, unanimously carried.
Review of liability insurance for council members had been given to members through the League. Lenz motioned to attain additional coverage will be gotten for Boiler and Machinery, Bond Coverage, Petrofund Coverage and Open Meeting Law Defense coverage in the amount of $1,788, Kegler seconded, unanimously carried.
Information from RCM related to I & I was reviewed, it was decided to have the engineer present and provide costs for smoke testing.
Public Hearing was held for proposed Pawnshop Ordinance. No persons were present, no written comments, upon discussion, Kegler motioned to adopt Ordinance No. 98-02, Regulating Pawnbrokers and Precious Metals Dealers, Lenz seconded, unanimously carried.
Lenz motioned to pay the following bills:
Check Nos. 7835-7873 $57,677.90
Payroll Nos. 2559-2568 $ 7,362.41
Fire Dept. Nos. 2941-2947 $ 7,329.86
Kegler seconded, unanimously carried.
A Gambling licenses was approved for Ducks Unlimited, at Blue Note on April 14, 1998.
The City will apply for a permit to treat Winsted Lake for algae bloom. Building Inspection Research was tabled, along with Winstock request.
