BOARD OF REVIEW
April 20, 1999
Present: Floyd Sneer, Jeff Albers, Bob Kegler, Gary Lenz
Staff: Aaron Reeves, Betty Zachmann, County Assessor Dave Easland Absent: Tom Wiemiller, Attorney Eggert
Mayor called for the Board of Review.
Two persons were present with questions of values: Parcel No. 21-099-0020, 21 -097-0070.
Both parcels were not changed.
Assessor Easland requested the Council consider Parcel No. 21-002-1000, which had a fire in 1998, demolishing the attached garage and a portion of the home. Easland had been to review the parcel. After discussion, Kegler motioned to reduce the value to $56,300, Lenz seconded, unanimously carried.
At 7:00 pm, with no other persons in attendance, Kegler motioned to adjourn the Board of Review and call for the regular meeting to begin, Albers seconded, unanimously carried.

In addition to above members, Tom Wiemiller and Attorney Eggert were present.
Mayor called the regular meeting to order.
Lenz motioned to accept the minutes of Mar. 30 as written, Kegler seconded, unanimously carried.
Kegler motioned to approve the minutes of Apr. 4th as provided, Albers seconded, unanimously carried.
Cynthia Moller-Krass, RCM Engr., was present to discuss and review past work done with the Infiltration and Inflow project, review of the televising that had been done and establish the next steps in sump pump removal, inspections and surcharges. The City will proceed with notifying owners of property that was determined to have drains hooked into the sanitary sewer system through the smoke testing, and provide time limit to get into compliance. Do some repair work to manholes and proceed with visual inspection of all holes. Inspection of businesses and homes will begin in fall.
After discussion, Kegler motioned to pay Attorney fees of $12,990.07 to the League of Minn. Cities, for the SJF lawsuit brought against the City, Lenz seconded, unanimously carried.
Reeves presented and went through the proposed agreement with RAM, Inc., to purchase a 5 acre site (Lots I & 2 of Block 2) at the Industrial Park for a warehouse of building materials, employing five persons. Completed construction and operation must be done within 24 months of closing. Site preparations, road, sewer and water estimated costs are $176,558.44, with costs shared with the City. Lengthy discussion continued on total costs, shared costs, incentives, vacant land, present and future development. After discussion, Albers motioned to approve the proposed Agreement, with several small word changes, and with review by the City Attorney, Wiemiller seconded, Lenz opposed, motion carried.
Lenz motioned to pay the following bills:

Payroll Nos. 2982-2994 $9,579.96 Fire Dept. Nos. 3139-3148 $7,664.34
Wiemiller motioned to approve a Dance Permit for Bailey's Bar & Grill for May 1, from 9-1; Kegler seconded, unanimously carried.
Clerk reported the process of the underground storage tank process. Additional information is at MPCA for review.
Kegler motioned to apply for a Permit from the DNR to apply copper sulfate to the Lake during 1999, at a cost of $90.00, Albers seconded, permit unanimously carried.
Lenz motioned to approve a parade Permit for the Winsted Fire Dept. on May 1, Wiemiller seconded, unanimously carried.
Kegler motioned to adjourn, Lenz seconded, unanimously carried.
