Winsted City Council Minutes


MAY 4, 1999


7 P.M.

Present: Floyd Sneer, Bob Kegler, Jeff Albers, Gary Lenz, Tom Wiemiller Staff: Attorney Eggert, Aaron Reeves, Betty Zachmann

Mayor called the meeting to order.

Wiemiller motioned to approve the minutes as written, Albers seconded unanimously carried.

RCM, Tom Homme, was present to review the water distribution upgrade as per the study which was done several years ago. He presented estimated costs for upgrade, dividing into sections. Council discussed seal coating, curb and gutter repair, along with Intersection of Main and 6th St. "Dip" issues. No action was taken.

Council instructed Reeves to get information regarding funding.

Paul Herbolsheimer, fireman, was present. Mayor had received a letter requesting a liaison to the Fire Dept. from the Council. After discussion, Lenz motioned to appoint Tom Wiemiller as liaison, Kegler seconded, Wiemiller abstained, motion carried.

Reeves discussed with the council, the timeliness of getting a report for curb, gutter and seal coating. Upon his recommendation, Lenz motioned to adopt Resolution No. 307-05-04-99, ordering the preparation of a feasibility report for curb and gutter replacement, and seal coating, along with estimated costs, and to hire Bonestroo, Rosene, Anderlik Associates, Kegler seconded, unanimously carried.

Action was tabled, upon request from Attorney Eggert, to review the Ind. Park Agreement details.

Concerns brought to council members will be looked into.

Wiemiller motioned to approve the following bills:

General, 9324-9361 $120,260.66

Payroll, 2995-3008 $13,892.50

Fire Dept., 3150-3152 $799.97

Albers seconded, unanimously carried.

As agreed to when hired, Kegler motioned to approve a $.25 per hour increase in salary for Mike Larson, upon EMT certification, Wiemiller seconded, unanimously carried.

Kegler motioned to adopt Resolution No. 306-05-04-99, with the City to sponsoring Harwood Natural Smoked Ribs, supporting their request for financing to the Southwest Minnesota Foundations, and the State of Minnesota's Challenge Grant Program, Lenz seconded, unanimously carried.

City Park name signs were requested by some individuals, and will be looked into.

Due to serious injuries to persons, the Winsted Police Department will no longer open car doors, except in emergency situations.

Mayor Sneer and Reeves reported persons have been requesting single family, affordable lots to build on within the City. Single family lots are limited, Reeves will look into financing for the City.

The City of Winsted was informed that Triax Cablevision has been sold, Due to the fact that the contract is expiring, and that the City must sign an agreement to allow the sale, operational issues came up and will be addressed at the conduct review that will be done in the near future.

Floyd was given approval to be on the Mid Minnesota Development Commission committee.

Lenz motioned to adjourn, Albers seconded, unanimously carried.
