Winsted City Council Minutes


MAY 18, 1999


7 P.M.

Present: Gary Lenz, Jeff Albers, Tom Wiemiller, Bob Kegler

Staff: Attorney Eggert, Aaron Reeves, Betty Zachmann

Absent: Floyd Sneer

Deputy Mayor called the meeting to order.

Kegler motioned to accept the minutes of May 4th, Albers seconded, unanimously carried.

Jack Littfin, Pres. of Littfin Lumber Co., was present to petition the City of Winsted for Annexation. After discussion, Wiemiller motioned to adopt Resolution No.308-05-18-99, accepting Petition for Annexation from Littfin Lumber Co., empowering the Deputy Mayor and Clerk to execute, Kegler seconded, unanimously carried. Sewer and water extension and service costs will be discussed and reported on at next meeting.

Doug Parrot, RCM Engineer, was present to address engineering issues with the City, years of service and history was given to council.

Fawcett Young Auditor, Paul Harvego was present to present the 1998 Audit. Review of the audit was done, with comments made and recommendations for future debt service and water and sewer rate increases.

Engineers representing Bonnestroo, Rosene, Anderlick Associates were present with a feasibility study and estimated costs for curb and gutter replacement within the City. Assessing curb and gutter replacement, bonding and M.S. Chapter 429 was discussed. Contracting out entire project, or city purchasing equipment and doing removal was discussed. It was noted that estimated costs of improvements are:

Curb and Gutter Replacement

(9,500 ft.) $320,900.00

Seal Coating all streets $113,970.00

Total $434,870.00

Wiemiller motioned to adopt Resolution No.307A, receiving and accepting the feasibility study, with costs for curb, gutter, and seal coating, and to proceed under M.S., Chapter 429, to call for the Public Hearing, Kegler seconded, unanimously carried.

Comparison costs for issuing bonds was reviewed, but additional information is needed and will be brought back to council at next meeting.

Albers motioned to repair damages to Kubasch Excavating from previous construction, not to exceed $500.00, Kegler seconded, unanimously carried.

Estimate costs for Park Signs and replacement of Hainlin Park sign were discussed. Wiemiller motioned to purchase and have signs installed in the amount of $325.00 each, Albers seconded, unanimously carried. Request for painting of cross walks to parks was tabled until next meeting.

Kegler motioned to empower the Deputy Mayor and Clerk to execute Ordinance No. 99-05, Annexing land owned by Rita and John Littfin, approximately 1.2 Acres to the City of Winsted, Wiemiller seconded, unanimously carried.

Wiemiller motioned to empower Ratwik, Roszak & Maloney, Attorneys At Law, to resolve the boundary issue with SJF, Inc., Kegler seconded. Discussion related to costs and estimate for work took place. Wiemiller and Kegler then withdrew the motion.

Wiemiller then motioned to empower the Mayor and Administrator to discuss with the law firm estimate costs and expectations, bringing information to next meeting, Kegler seconded, unanimously carried.

Albers motioned to adopt Ordinance No.99-04, extending the Franchise Ordinance with Triax Cable for a period of six months, due to their request, since franchise in process of being sold, Kegler seconded, unanimously carried. (Franchise will expire 12-01-99)

Kegler motioned to allow Peopleservice, Inc., to use the Wastewater Facility to do a pilot trickle filter system, at no cost to the City, Albers seconded, unanimously carried.

Albers motioned to approve the following bills:

General 9362-9435 $49,864.06

Payroll 3009-3020 $9,929.43

Fire Dept. 3153-3160 $3,305.05

Accts Payable System $2,495.00

Wiemiller seconded, unanimously carried.

With all necessary applications completed, Kegler motioned to approve the following Liquor Licenses:

On Sale Liquor and Sunday Liquor:

Blue Note of Winsted, Inc.

J. F. Berger, Inc.

Albers seconded, unanimously carried.

Complaints of glass on streets from one bar will be addressed with them, dance permits are tabled.

No other business, Wiemiller motioned to adjourn, Kegler seconded, unanimously carried.
