Winsted City Council Minutes
JUNE 6, 2000
Present: Floyd Sneer, Tom Wiemiller, Gary Lenz, Jeff Albers, Bob Kegler
Staff: Attorney Eggert, Betty Zachmann (Reeves absent)
Mayor called the meeting to order.
Kegler motioned to approve the minutes of May 16th, with an addition to the paragraph on city hall issue of: "....A member of the Preservation committee group did apologize to the Council and staff regarding the name calling that had taken place." Wiemiller seconded, unanimously carried.
Gordon Kubasch, Kubasch Excavating, was present and requested the work that was agreed to be done last fall on their west property line to be completed. Mayor will instruct Maintenance Dept. to do so.
Dry Hydrant issue was being worked on by Attorney Eggert.
Due to unsatisfactory work on lawn mowing by the low bidder, Kegler motioned to award the contract to Jan's Lawn & Landscaping (next low bidder) in the amount of $794.00 per week, with Reeves sending cancellation of contract to other contractor. Albers seconded, unanimously carried.
After discussion, Kegler motioned to adopt and approve the Winsted Comprehensive Plan. Lenz seconded, unanimously carried. The Plan has been worked on for two years by the Planning Commission, with work done by Mid Minnesota Development Commission. It will assist the City with future development and excellent resource manual.
Council briefly reviewed the AWAIR plan presented in draft form by Reeves. It was noted that some of the plan is already in place by Policy of the City Council. No action was taken.
Lenz motioned to approve three Change Orders for the Water Extension, in the amount of $33,159.00. Kegler seconded, unanimously carried.
Consideration is being given to monthly billing of utility bills. No action.
The cost to the City for permission to install outside water meters was reviewed. It was determined by Reeves that the cost would be approximately $125.00. Meter costs, freight, sealing, inspections, and account set up charges justified the cost. After discussion, Kegler motioned to charge $125.00 for the permit to install an outside meter, effective July 1, 2000. Wiemiller seconded, Albers and Lenz opposed, motion carried.
Kegler motioned to approve annual dance permits for the Blue Note of Winsted and J. F. Fuerstenberg (Bailey's). Lenz seconded, unanimously carried.
After review, Albers motioned to adopt Resolution No. 338-06-6-00, related to an Airport Grant for Improvements in the amount of $37,000.00 total project cost. Lenz seconded, unanimously carried.
Wiemiller motioned to pay the following bills:

Payroll 3447-3461 $11,230.53
Fire Dept. $18,736.82
Kegler seconded, unanimously carried.
Lenz motioned to hire Michael Torkelson as a part-time Police Officer. Kegler seconded, unanimously carried.
A complaint of construction on Main Ave. W. curb and gutter that was replaced was discussed. Engineer Bonestroo had attended a meeting where council informed them that a portion of Main Ave. W. would be coming out in 2001 when the County Road Improvement took place, yet it was replaced at this time. Also, sidewalk replacement was being done, and needed to be reviewed under the contract. Reeves will be instructed to check into the matters and report back.
Wiemiller motioned to hold the first regular meeting in July on Thursday, July 6th, due to holiday on Tuesday. Albers seconded, unanimously carried.
Albers motioned to adjourn. Lenz seconded, unanimously carried.
