Winsted City Council Minutes
JUNE 15, 1999
PURPOSE: Proposed assessments for Curb and Gutter/Seal Coating of Streets Improvements
Mayor called for the Public Hearing as published.
All members and City Attorney were present. Approximately 10 persons were present with questions related to curb and gutter replacement, and seal coating.
Dan Boyum, engineer for Boonestroo, Rosene, Anderlik, presented an overview of the proposed project, including cost estimates of $428,000.00. Questions from those present related to determining replacement, criteria, water flow on gutter line, blocking of water flows, and time elements. Boyum stated, by direction of the council, curb and gutter replacement will not be assessed, but seal coating of streets will.
Upon receiving bids, costs may vary, but estimate cost for property owners will be approximately $195.00 per lot for residential, with commercial and industrial lots having a multiple of 1.5 to 3 depending on size.
No other comments were received, either orally or in writing.
Mayor then called for closing of the Public Hearing and followed with the regular meeting.

Mayor called the meeting to order.
Wiemiller motioned to approve the minutes as written, with correcting of spelling of his name, Kegler seconded, unanimously carried.
Discussion regarding the Bonds vs. Bank Loan took place. There was no action taken.
Sneer reported there were no funds available for a library at this time, but future funding would require matching funds by the City, and renovating of an existing building only, with a maximum of $150,000.00. No action.
Questions of City Hall Committee recommendations were inquired about.
Jack Littfin, Littfin Lumber President, was in attendance regarding his petition for annexation. Attorney Eggert informed Littfin that petition had been filed with the Municipal Board on May 24.
Concerns of Winsted Township delaying the annexation were raised. There is a need to provide City sewer and water to Littfin as soon as possible. The City will look into several options. Winsted Township will be coming to the next meeting to discuss the annexation.
Tom Homme, SEH-RCM was present with preliminary plans for water main extension. Bid opening has been delayed for one week, and will now be opened June 29, 1999 at 10:00 A.M., City Hall.
Homme requested the City may wish to increase the main trunk line from the water tower to 3rd St. So. from a 10-inch to a 12-inch. This increase would give additional water pressure, and pumping capacity of 890 GPM, with a estimated cost of $12,000.00. Proposed easements, permanent and temporary were shown to Council. After discussion, Lenz motioned to install a 12-inch trunk line from the water tower, west to 3rd St., with estimated cost of $12,000.00, Kegler seconded, unanimously carried.
Bill Gilk, owner of Scenic Homes, (Winsted on the Lake) came to the Council with a proposal for replacing the twin homes with villas. These homes would be separated by 14' of green space, be single-family homes with full basements. Since there is a need for single-family homes, Gilk has changed the design of twin homes to accommodate the need. After viewing the house plans, Lenz motioned to approve the villa concept, Kegler seconded, unanimously carried.
Dick Genty, Legion Commander was present to discuss the upcoming "Legion Days" events. Other organizations will become a part of the celebration, adding variety. He requests the City allow a craft sale in the Maintenance building and display antique cars on City land. No action was taken.
Upon recommendation of the Auditor, Kegler motioned to approve the transfer of:

Albers seconded, unanimously carried.
Wiemiller motioned to grant permission to Winsted Royalty to hold a Car Wash on Saturday, July 3, 1999, using the fire hall. Lenz seconded, unanimously carried.
After review, Lenz motioned to pay the following bills:
General, 9482-9550 $35,279.48
Payroll, 3034-3050 $10,688.58
Fire Dept., 3168-3174 $2,459.77
Upon discussion, Kegler motioned to adopt Ordinance No. 99-05, amending certain paragraphs of the Charitable Gambling Code, in the Municipal Code, re-defining proceeds, profits and reporting. Albers seconded, unanimously carried.
Kegler motioned to approve a 3.2 Non-lntoxicating Liquor License for the Civic and Commerce on July 16th from 3-9 pm, at Mill Reserve Park. Lenz seconded, unanimously carried.
Albers motioned to adjourn, Wiemiller seconded, unanimously carried.
